This amendment (Amendment No. 01) to Solicitation No. DCSC-26-RFP-068, "Building A Cooling System Upgrade," announces the rescheduling of Site Visit #02.

• Site Visit #02: The date and time for Site Visit #02 have been changed.

• All other terms and conditions of the original solicitation remain unchanged.

• Offerors must acknowledge receipt of this amendment and attach a signed copy to their proposal or otherwise acknowledge it as stated in the original solicitation documents. Failure to do so may result in proposal rejection.

• The proposal submission deadline remains Tuesday, June 02, 2026, by 3:00 PM Eastern Standard Time.

Solicitation / RFP / RFQ

This solicitation is for "BLDA Cooling System Upgrades" for the District of Columbia Courts, Capital Projects and Facilities Management Division. The project is located at the DC Superior Courts Probate Division, Building A (BLDA), 515 5th St NW, Washington, DC 20001. The contract will be a single firm-fixed-price contract.

• Construction services for upgrades to the condenser water and chilled water systems in the basement and penthouse.

• Installation of Condenser Pump(s), Chilled Water Pump(s), Heat Exchanger(s), VFDs, and associated Piping and Controls.

• Demolition and removal of existing equipment.

• Survey and abatement of hazardous materials.

• Provision of temporary cooling systems if required.

• Submission of a complete project schedule.

• Coordination with commissioning agents, CM, and QA.

• Maintaining a clean work site.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: 300 calendar days from the Notice to Proceed (NTP). Anticipated performance period is July 2026 through April 2027.

• Substantial Completion: 270 calendar days after NTP.

• Final Completion: 300 calendar days after NTP.

• Offer price guarantee: 120 days from submission date.

• Proposals are due by Tuesday, June 02, 2026, at 3:00 PM.

• Proposals must be submitted in two parts: "Technical Proposal" and "Price Proposal."

• An original and four copies are required, plus a separate electronic copy.

• Sealed envelopes must be marked with solicitation number, offeror's name/address, and due date/time.

• Evaluation will be based on Technical Criteria (85 points) and Price (15 points).

• Offerors must demonstrate at least 10 years of experience.

• Offerors must demonstrate management of projects with a minimum dollar value of $1,500,000.

• A pre-bid conference and site walk will be held on Monday, May 11, 2026.
