Quick Summary

The Naval Research Laboratory (NRL) is soliciting proposals for the demolition of an existing drinking water well and the construction of a new primary potable water supply well at its Pomonkey Facility in La Plata, MD. Scope of Work

This turn-key project requires a State of Maryland licensed well driller to:

  • Decommission the old well, including filling with dry bentonite and proper capping, in accordance with Maryland state regulations. A Water Well Abandonment-Sealing Report, signed by a licensed master well driller, is required.
  • Install a new well with an expected depth of 500-900 feet, utilizing a 4.5-inch diameter casing pipe and a Type 304 stainless steel commercial pump screen. The new well must yield a minimum of 10 gallons per minute (GPM) for 5 consecutive days.
  • Install a new pump (1.5 HP or 2 HP depending on static water pressure) and two contractor-furnished pressure tanks with associated piping and fittings.
  • Connect new pump electrical wiring to the existing electrical panel.
  • Conduct final pumping tests to ensure volume requirements are met.
  • Obtain all required permits and certifications, including a Certificate of Potability (COP) from the Charles County Health Department, and submit a completion report.
  • Clean the work site daily and restore it to pre-construction conditions.

  • Contract Type: Firm-Fixed-Price.
  • Period of Performance: 365 calendar days after award (anticipated May 1, 2026 - April 30, 2027).
  • Magnitude: Between $100,000.00 and $250,000.00.

Eligibility & Submission

  • Proposals Due: April 30, 2026, by 11:00 AM local time.

  • Eligibility: Offerors must be a State of Maryland licensed well driller. Clauses 52.219-6 (Total Small Business Set-Aside) and 52.219-33 (Nonmanufacturer Rule) apply.
  • Requests for Information (RFIs): Must be sent no later than 10 days after the solicitation's effective date.

Evaluation

Award will be made to the responsible vendor whose offer is most advantageous to the Government, based on a Price/Technical Tradeoff analysis considering Technical Capability and Price. The Government intends to award without discussions but reserves the right to hold them if necessary.
