This solicitation is for the "New Well Installation at NRL POMONKEY Facility" located at 7425 Bumpy Oak Road, La Plata, MD. The project requires the decommissioning of an existing well and the installation of a new primary potable water supply well. The work must be performed by a State of Maryland licensed well driller.

• Decommissioning of the old well, including filling with dry bentonite and proper capping, in accordance with Maryland state regulations. A Water Well Abandonment-Sealing Report must be completed and signed by a licensed master well driller or supervising sanitarian.

• Installation of a new well with a depth expected between 500-900 feet, using a 4 1/2 inch diameter casing pipe and a commercial pump screen material of Type 304 stainless steel.

• The new well must yield a minimum of 10 gallons/min for 5 consecutive days with a 1 1/2 H.P. pump (or 2 H.P. if static water pressure is too deep).

• Installation of two new contractor-furnished pressure tanks with associated piping and fittings.

• Purchase and installation of new pump electrical wire and connection to the existing electrical panel.

• Conduct final pumping tests to ensure the well meets volume requirements for 5 sustained days.

• Obtain all required permits and certifications.

• Provide a completion report to the Approving Authority (Charles County Health Department) and obtain a Certificate of Potability (COP).

• Clean the work site daily and restore it to pre-construction conditions.

• Deliverables include a fully operational well, water well (bore hole) with specified casing, new water pump, pressure tanks, piping, electrical wiring, and all required documentation.

• Period of Performance: 365 calendar days after award.

To install one new potable water well at the Naval Research Laboratory (NRL) Pomonkey Facility, located at 7425 Bumpy Oak Road, La Plata, MD. The project requires a turn-key performance, including furnishing all labor, materials, equipment, and services.

• Decommissioning: Properly decommission the old well according to Maryland state regulations, including filling and sealing. Remove existing pump, pressure tanks, and associated piping. Electrical connections will be removed back to the point of connection. The old well cannot be disconnected until the new well is operational.

• New Well Installation: Drill a new well (4 ½ inch diameter casing) to a depth of 500-900 feet, or as needed to achieve a yield of 10 gallons per minute (GPM). The well must be located within 50 feet of the existing well and protected from pollution.

• Pump and Tank Installation: Install a new pump (minimum 1 ¼ inch pipe, 10 GPM at 1 ½ H.P., or 2 H.P. if static pressure is deep) and two new pressure tanks with associated piping and fittings.

• Testing and Certification: Conduct final pumping tests for 5 sustained days to meet volume requirements. Perform lab tests to obtain a Certificate of Potability (COP) from the Charles County Health Department and submit a completion report.

• Site Restoration: Clean the work site daily and restore it to pre-construction conditions.

• Achieve a minimum yield of 10 GPM for 5 consecutive days.

• Water must be safe for human consumption (Certificate of Potability required).

• Comply with all Federal, State, and local codes and regulations, including UFC, EPA, MDE, AWWA, NEC, and OSHA standards.

• Develop and submit an Activity Hazard Analysis (AHA) for each definable feature of work; work cannot start until AHAs are approved.

• Place of Performance: NRL Pomonkey Site, La Plata, MD.

• Schedule: A project schedule is due within 3 weeks of contract award. A kick-off meeting is required within 2 weeks of award. A pre-construction meeting must occur before any demolition or construction begins.

• Permits: Contractor is responsible for obtaining all required permits and certifications, including COMAR 26.04.04 for well drilling.
