Scope of Work
The contractor will be responsible for comprehensive demolition, remediation, and restoration activities. This includes:
- Environmental Hazard Removal: Addressing identified issues such as PACM, PLBP, lead in soil, and potential PCB contamination as detailed in the Site Survey Report (Attachment IV).
- Demolition and Removal: Complete removal of all on-site structures and infrastructure, including shelters, concrete footings, fencing, power poles, electrical equipment, and underground wiring/piping.
- Debris Disposal: Segregation and offsite disposal/recycling of demolition debris, with hazardous materials handled according to federal, state, and local laws.
- Site Restoration: Restoring disturbed areas to their approximate original grade, requiring 95% compaction and the use of clean, uncontaminated fill.
- Work Plan Development: Submission of a draft and final Demolition, Removal, and Restoration Work Plan within 10 business days of a kickoff meeting, incorporating a Site Safety and Health Plan (SSHP) and a Risk Management Plan.
- Permitting: Obtaining all necessary local, state, and federal permits.
- Closeout: Submission of a closeout report detailing work, sample results, waste manifests, and site photographs.
Contract Details & Timeline
- Contract Type: Firm Fixed Price (FFP) purchase order. CLIN 00100 will be fully funded at award.

The award will be made to the most advantageous offeror. Compliance with the Service Contract Act Wage Determination (WD 2015-5609) for Fresno County, CA, is mandatory.
