Scope of Work

The requirement is for non-personal services encompassing the collection, transportation, and disposal of various waste types, including food remainders, vegetable waste, packed outdated food, packed outdated meat, and general bio waste. Services are required on a regular basis (at least three times per week, totaling a minimum of 156 pick-ups annually) and on an "on-demand" basis (estimated three service calls per year). The contractor is responsible for providing all necessary personnel, equipment, and collecting containers. Containers must be moveable, have well-sealing lids, and be cleaned to a minimum of 70°C hot water, with specific requirements for old grease containers. Performance will occur at Smith, Wetzel, and Quartermaster Area in Baumholder, as well as Waterworks Areas in Hoppstädten and Pfeffelbach.

Evaluation will be based on three factors:

  1. Technically Approved: Requires a Capability Statement demonstrating ability to meet PWS requirements, active CAGE code, POC information, demonstrated experience, and subcontractor arrangements.
  2. SPRS (Supplier Performance Risk System): The Government will consider Supplier Performance Risk and Item Price Risk, with ratings of Green, Purple, Blue, or Black being acceptable.
