• Alloy: Temper 7069-H111
• Thickness: .024" (+/- .002")
• Width: 12" (+ 1/32" / -0)
• Ultimate Strength: 17,000 to 23,000 ksi
• Minimum Yield Strength: 12,000 ksi
• Elongation: 16 Min./20 Typical on a 2" Standard Specimen
• Embossing: Aluminum must withstand embossing at 3/32" height without breaking, cutting, or warping. Embossing is limited to the edge.
• Front Surface Coating: Must be a light, tightly adherent, chrome-free conversion coating applied per Betz Dearborn Permatreat 1021B. It must be free of powdery residue or foreign material that could affect reflective sheeting adhesion.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) under solicitation number SV0206-26. It seeks to establish a two (2)-year firm-fixed-price, indefinite delivery-indefinite quantity contract for Aluminum Sheet, Plate, and Foil Manufacturing (NAICS code 331315, small business size standard 1,400 employees). The acquisition is 100% set-aside for small businesses.

• The contract will cover specific aluminum items including:

  • SBL0127A: ALUM-.040X7X10-C.YEL/C.YEL MASK-1/2"RC (Quantity: 50,000 EA)
  • SBL0133: ALUM-.040X4.5X5-C.YEL/C.YEL-MASK-3/8"RC (Quantity: 20,000 EA)
  • SBL0128: ALUM-.040X2.5X15-C.YEL/C.YEL-MASK-SQ-CNR (Quantity: 1,000 EA)

• Delivery is FOB Destination to UNICOR, Cumberland, MD.

• Desired delivery is 21 calendar days or sooner from receipt of each delivery order.

• Packaging shall comply with ASTM D-3951-95.

• Contract Type: Two (2)-year firm-fixed-price, indefinite delivery-indefinite quantity with Economic Price Adjustment.

• Guaranteed contract minimum: 40,000 FT.

• Minimum delivery order: 4,000 ft or $10,520.

• Maximum delivery order: 10,000 ft or $26,300.

• Economic Price Adjustment is based on the Aluminum Sheet, Plate, and Foil Manufacturing index (PCU331315331315) from the Bureau of Labor Statistics. Adjustments can be requested 12 months after award and every 12 months thereafter.

• Offer Submission Deadline: April 17, 2026, 2:00 PM EST.

• Questions Deadline: April 3, 2026, 8:00 AM EST.

• Offers must include Solicitation No. SV0206-26, offeror details, technical description, price, and acknowledgment of amendments.

• Evaluation factors: Technical specifications, price, past performance, and delivery time. Technical and past performance are considered more important than price.

• Offerors must hold prices firm for 60 calendar days from the offer receipt date.

• 100% set-aside for small businesses.

• The solicitation is issued as a combined synopsis/solicitation; a written solicitation will not be issued.

• Vendors must be registered in the SAM database prior to submitting a proposal.

• The Contracting Officer is Wesley Newell; the Contracting Officer's Representative (COR) is Michael Southern.
