In most cases, the quantities have been significantly reduced.

• Incorporating Questions and Answers: The amendment includes responses to vendor questions, addressing topics such as pest control, security, storage requirements, container dimensions, climate control, co-mingling of effects, background checks, citizenship, packing materials, cleaning services, pickup notice, specialized items, weight limitations, and storage of personally owned vehicles (POVs).

• Updating the Performance Work Statement (PWS): The PWS has been updated to reflect changes resulting from the incorporated questions and answers, particularly concerning container labeling requirements (PWS 4.10).

• Solicitation response deadlines.

• Quantities for multiple contract line items.

Performance Work Statement (PWS)

To provide storage for personal effects (PE) for deploying U.S. Marine Corps service members at Camp Lejeune, North Carolina, and its satellite activities.

• Services: Packing, tagging, inventory, wrapping, padding, pickup, drayage, weighing, and secure storage of personal effects for deploying service members.

• Geographical Area: Marine Corps Installations – East (MCI-EAST), Camp Lejeune, North Carolina, including Camp Johnson, Camp Geiger, Marine Corps Air Station New River, and Stone Bay.

• Personnel: Contractor must provide English-speaking personnel and wear identifiable uniforms.

• Operations: Routine pickups Monday-Friday (8 am-5 pm), with potential for emergency weekend/holiday pickups. Routine pickups must be executed within 3 business days of notification; emergency pickups within 24 hours.

• Supplies: Contractor must provide all necessary packing materials, inventory forms, tape, cartons, padding, and wrapping.

• Storage Facility: Contractor must secure a centralized, secure commercial warehouse within a 50-mile radius of Camp Lejeune, capable of accommodating all stored PE.

• Weighing: Mandatory weighing on Camp Lejeune scales; alternate certified locations require COR authorization and contractor payment.

• Vehicles: Closed-type vehicles for unpacked items; open-type with weatherproof tarps for containerized property.

• Record Keeping: Maintain transaction records and make them available upon request.

• Containerization: PE to be containerized at pickup locations or contractor's facility within one working day if a "loose load" is authorized.

• Service Member Involvement: Service members or their representatives will pack items and complete inventory sheets. Contractor conducts joint inspection and verifies contents.

• Ineligible Items: Excludes automobiles, live animals, cordwood, building materials, property for resale, ammunition, snowmobiles, golf carts, boats (over certain dimensions), hazardous materials, flammables, combustibles, and alcohol.

• Pick-up: 95% on-time pickup rate.

• Delivery: 95% on-time delivery rate.

• Claims: 95% of claims processed within specified timeframes; no more than 2 claims per month.

• Warehouse Inspection: Quarterly evaluation with a grade of "C" or better.

• Period: One 12-month base period (April 15, 2026 - April 14, 2027) with four 12-month option periods.

• Place: Within a 50-mile radius of Camp Lejeune, NC.

• Insurance: Contractor must provide evidence of required liability and cargo insurance.

• Licenses/Permits: Contractor must possess all necessary licenses and permits for facility operation.

• Base Access: Contractor personnel must be registered in DBIDS and comply with base access procedures.

• Conflict of Interest: Restrictions on employing certain personnel.

• Claims Processing: Direct settlement of claims for loss or damage within 60 days, with a maximum threshold of $15,000 per claim.

Solicitation / RFP / RFQ

This solicitation is for Personal Effects Storage services for Marine Corps Installations East (MCIEAST) at Camp Lejeune, North Carolina, and its satellite activities. The services include packing, storing, and managing personal effects for deploying service members.

• Secure, centralized operations and storage facility within a 50-mile radius of Camp Lejeune.

• Services include packing, tagging, inventory, wrapping, padding, weighing, and drayage of personal effects.

• Routine pickups must be executed within three (3) business days of notification.

• Emergency pickups must be executed within 24 hours of notification.

• Contractor must provide all necessary supplies for packing and storage.

• Services to be performed between Monday and Friday, 8 AM to 5 PM EST, with provisions for emergency pick-up/drop-off.

• Specific items excluded from packing, shipping, or storage include vehicles, live animals, cordwood, building materials, property for resale, and privately owned live ammunition.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base period from April 15, 2026, to April 14, 2027, with four 12-month option periods.

• Estimated Maximum to Order: $400,000.00.

• Minimum per Order: $3.00.

• Maximum per Order: $150,000.00 for a single item, or $400,000.00 for a combination of items.

• Offer Due Date: April 3, 2026, 12:00 PM Local Time.

• Evaluation Factors: Technical Capability, Relevant Satisfactory Past Performance, Price, and Period of Performance.

• Vendors must provide a capabilities statement, a minimum of three past performance references (within the last three years), pricing reflecting unit prices and overall total, and clearly state the period of performance.

• This acquisition is set aside for Small Business.
