This amendment addresses the following:

• Questions and Answers:
  • Clarifies that all lighting fixtures must be made in the USA, subject to FAR 52.225-1, Buy American- Supplies.
  • Confirms that both GLI or HLI fixtures will suffice.
  • States that TAA-compliant products are not acceptable due to the Buy American- Supplies provision.

This amendment provides clarifications related to the Buy American Act and product types.

• The deadline for questions has been extended from March 16, 2026, 10:00 AM PDT to March 20, 2026, 10:00 AM PDT.
• The deadline for quotes has been extended from March 19, 2026, 10:00 AM PDT to March 25, 2026, 10:00 AM PDT.

Offerors are instructed to fill out blocks 15a, 15b, and 15c and provide a copy with their proposal.

Amendment / Modification

This amendment addresses two questions related to the solicitation FA462026QA229 – Dorm Lighting:

• Buy American Act (BAA) Compliance: All lighting fixtures supplied under this requirement must be Buy American Act compliant, as per FAR 52.225-1, Buy American-Supplies, listed in the Combined Synopsis/Solicitation. This applies even if only some fixtures have a "-BAA" suffix.
• Nonmanufacturer Rule: For this total small business set-aside, the nonmanufacturer rule is not applicable to this solicitation.

This amendment clarifies requirements related to the Buy American Act and the applicability of the nonmanufacturer rule.

Bidders should ensure all lighting fixtures are BAA compliant. The nonmanufacturer rule does not apply. Offerors are instructed to fill out blocks 15a, 15b, and 15c and provide a copy with their proposal.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for "Dorm Lighting." It serves as the only solicitation, and quotes are being requested. A written solicitation will not be issued. The acquisition is a 100% Small Business Set-Aside.

• Provide "New Dorm Lighting" in accordance with the attached Salient Characteristics and Pricing Schedule.

• Include all shipping costs to Fairchild AFB, WA.

• The government intends to issue a Purchase Order from this solicitation.

• Options are NOT intended.

• RFQ due date/time: 19 March 2026 / 10:00 AM PT.

• Quotes must be submitted via email to SSgt Alexis Grimes (alexis.grimes@us.af.mil) and Sarah O'Neil (sarah.oneil.1@us.af.mil).

• Questions pertaining to this RFQ are due by 16 March 2026 / 10:00 AM PT.

• Quotes must be held firm for 30 calendar days from the date specified for receipt of quotes.

• Evaluation will be based on the following factors: Price and SPRS (Supplier Performance Risk System).

• Award will be made to the responsible vendor whose quote is most advantageous to the government, considering price and other factors.

• This acquisition is a 100% Small Business Set-Aside.

• North American Industry Classification System (NAICS) code: 335139 (Electric Lamp Bulb and Other Lighting Equipment Manufacturing).

• Size standard: 1,250 Employees.

• All prospective offerors must be registered and active in the System for Award Management (SAM) at www.sam.gov.

• The government reserves the right to cancel this RFQ.
