To replace two doors, one window, rework sidewalk pavers, and perform other repairs to Building 42 (Bellwood House), an historic structure listed in the National Register of Historic Places. Maintaining the historic look of the building is paramount.
Front Door: Replace the wood front door (not frame or trim) and hinges with a six-paneled door matching the provided image. Ensure a 1/8" gap. Reuse antique bronze lock set (non-functioning), install a new bronze deadbolt. Fabricate and install new ornamental wood trim pieces for the transom glass. Prepare, prime, and paint the door and trim. Provide new door seals, heavy-duty closure, and threshold.
Basement Door: Replace the frame with in-kind material. Add wood pieces as needed to ensure proper fit. Install a heavy-duty panic bar and exterior pull handle. Provide heavy-duty closure, new threshold, and new door seals. Prime and paint the door.
Basement Window: Replace the existing window with a 6-paned wood window matching the historic window with divided lights and muntins. Trim out and paint the interior window area. Provide a measured design/sketch for approval.
Circular Driveway Pavers: Remove and replace approximately 100 broken, cracked, or chipped pavers and replace grout. Remove and reset damaged bricks, repoint/fill joints. Pressure wash the area.
North Sidewalk Pavers: Remove and save existing brick pavers. Replace broken pavers. Grade and compact the sub-grade to a depth of 8". Install a 4" crushed gravel base and compact. Provide a 3000-psi concrete edge bond beam. Pavers to be even with adjacent sidewalks and laid in the same orientation.
Southeast Sidewalk Pavers: Remove and reset approximately 40 sunken pavers, preparing the base correctly and adding sand to joints.
Wood Steps, Concrete and Ceiling: Replace stringers and treads of wood steps with treated lumber. Add treated lumber under stringers and secure with metal angle brackets. Replace lattice frame. Replace approximately 7-3/8" plywood sheets on the ceiling above the deck. Prepare, prime, and paint new wood. Remove and replace the cracked concrete pad under the steps, preparing the grade and pouring new concrete. Add brick over rough edge to match existing.
Pressure Wash Wall: Pressure wash a long brick wall.
Front Porch Repairs: Remove existing rubber coating, glue, etc. from the concrete porch floor. Polish the concrete. Pressure wash steps, porch floor, deck railing, chairs, and ceiling. Repair handrails and balusters. Remove carpets. Prepare and paint railings, columns, and ceiling. Repair and reinstall a fallen shutter.
Period of Performance: Completion no later than 130 days after notice to proceed.

Minimum of five (5) years of relevant experience in commercial repair work.
Proposals will be evaluated as technically acceptable or unacceptable.
Required documents include: Project narrative, list of definable features of work, projected timeline, previous relevant project experience (minimum 5 projects in last 5 years), award amounts, project descriptions, POC information, and contract number/unique identifier.
Quality Control System Manager (CQC-SM) must be onsite when work is performed.
Technical correspondence to be addressed to the Contracting Officer with a copy to the COR/PM.
All other correspondence to the COR/PM.
Weather delays will be considered for contract extensions under specific conditions.
Site visit to each location is required.

Quality Control Plan (QCP) required within 10 calendar days of contract award.
Three-phase inspection process to be followed.
Daily reports required by 8:00 am the next business day.
Construction schedule in Gantt chart format required within two weeks of notice to proceed.
Equipment Data Sheet required after final acceptance.
One-year written warranty letter required after final acceptance.
Requests for utility marking require 14 calendar days advance notice.
Construction trailer sign requirements apply if a trailer is provided.
Compliance with applicable documents (UFC, IBC, NEC, NFPA, OSHA, etc.) is required.
Closeout documents required upon termination or completion.
Installation security requirements include a favorably adjudicated National Agency Check with Written Inquiries (NACI) or equivalent for contractor personnel.
Visitors must comply with current visitor pass requirements and Real ID Act standards.
Contractor is responsible for employees and subcontractors obeying installation regulations.
Prohibited items include firearms, weapons, illegal drugs, and contraband.
Camera security policy must be followed.
Traffic laws and enforcement must be adhered to.
Contractor is responsible for safeguarding Government equipment and property.
No unauthorized use of Government-issued keys/key cards.
Lock combinations must be kept confidential.
Compliance with federal and state safety and environmental laws and regulations is required.
Limited use of data and data rights are defined.
Section 508 compliance for electronic and information technology.
Contractor must obtain all required permits and licenses.
Hot Work Permit required for open flames, grinding, or spark-producing operations.
No payments for unauthorized work.
Liquidated damages may be assessed for non-compensable delays.
