Electronic Security System (ESS) Upgrade

This Request for Quotation (RFQ) seeks proposals for an Electronic Security System (ESS) upgrade at NAVCOMTELSTA Far East (NCTS FE) in Yokosuka, Japan. The upgrade involves replacing the existing Johnson Controls P2000 system with the Johnson Controls CCURE system.

• Upgrade the ESS at NCTS FE buildings B1942, B37, and C20.

• Replace the Johnson Controls P2000 system with the Johnson Controls CCURE system.

• Install the following components:

  • 1 CCURE Server
  • 4 CCURE Client Workstations
  • 4 iSTAR Ultra controllers (model GSTAR 016)
  • 7 iSTAR Edge controllers (model GSTAR 004)
  • 50 Card Readers with Keypad (model SIGNO 40K)
  • 1 CCURE 9000 License
  • Various converters, modems, transformers, UPS, and HID readers.

• Collect and migrate data from the P2000 system.

• Install CCURE software and set up control panel relays.

• Install iSTAR mainframe and perform a one-for-one swap of electronic door locks and proximity badge readers.

• Conduct operational tests of all new components.

• Remove and dispose of replaced P2000 components.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: Start work within 30 calendar days after award; complete work within 60 calendar days after starting on-site work.

• Quotes are due by 06 March 2026, 1700 Eastern Standard Time.

• Submit quotes via email to tabitha.smith@gsa.gov.

• Submission requires three parts:

  1. Technical: Approach and key steps for performing the SOW, and a high-level schedule.
  2. Price: Firm-fixed prices for CLIN 0001 (Labor/Services), CLIN 0002 (Hardware/Materials), and CLIN 0003 (Training/Support).
  3. OEM Authorization & Staffing: Documentation of Johnson Controls authorization and a SOFA/Staffing Plan.

• Evaluation Criteria (Lowest Price Technically Acceptable - LPTA):

  1. Technical Acceptability
  2. OEM Authorization
  3. SOFA-Compliant Staffing
  4. Price

• Set-Aside: Not Set Aside.

• OEM Authorization: Offerors must provide current documentation confirming they are a Johnson Controls-authorized CCURE integrator for work in Japan.

• Staffing: Personnel must be eligible for and covered under SOFA status, be U.S. citizens, and be able to obtain base access.

• Work will be performed under the U.S.-Japan Status of Forces Agreement (SOFA).

• Prices must be quoted in U.S. Dollars (USD) and include all costs.

• Incorporated by reference are numerous Federal Acquisition Regulation (FAR) provisions and clauses.
