Scope of Work
The contractor will supply and install an Elopement Alarm System designed to monitor 8 single doors across 4 floors and 16 annunciating stations. The system must be compatible with and integrated with the existing Jeron Provider 790 nurse call system. Key components include Wanderguard Blue Door Alarms Controllers, Nurse Station Annunciators, Bracelets, and a Door Bundle. The system requires audible alarms only, with door locking not being a requirement for initial installation. Whole-floor coverage for tamper and battery monitoring is no longer required, with periodic nursing checks being sufficient. "Brand Name or Equal" products are acceptable.
Contract Details
This is a Request for Quotation (RFQ) for commercial products and services. The period of performance for delivery and installation is between May 2026 and August 2026. Delivery is required 60 days After Receipt of Order (ARO), FOB Destination, with the contractor responsible for offloading, setup, and waste removal. Standard manufacturer industry warranty terms are required.
Submission & Evaluation
Proposals are due by April 30, 2026, at 9:00 AM Central Time (CDT). Questions were due by April 24, 2026. Submissions must be sent via email ONLY to Amelia.Roberson1@va.gov. Required documents include contractor administration data, a complete quote per line item, acknowledgment of all amendments, and a completed FAR 52.225-2 Buy American Certificate. The requirement for FAR 52.212-3 has been removed. Award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors.
Eligibility & Notes
This acquisition is a Total Small Business Set-Aside under NAICS Code 541519 (Business Size Standard: 150 Employees) and PSC 6515. Contractors must be registered in the System for Award Management (SAM.gov). Offerors must provide written certification from the Original Equipment Manufacturer (OEM) or self-certify installer capability. The facility is undergoing renovation and the system is required for activation in June 2026. All monitored doors are single doors.
