Scope of Work
The contractor will supply and install an Elopement Alarm System designed to monitor 8 doors across 4 floors and integrate with 16 annunciating stations. The system must be compatible with the existing Jeron Provider 790 nurse call system, likely via dry contact, and will not be connected to the VA network. Key components include Wanderguard Blue Door Alarms Controllers, Nurse Station Annunciators, Bracelets, and a Door Bundle. The system requires audible alarms, with visual display at the primary nurse's station, and data on main control panels is desired. While software compatibility for door locking is needed, auto-door locking is not required at initial installation. Whole-floor coverage for tamper and battery monitoring is not required; periodic nursing checks suffice, with alerts when in range of covered doors. Brand Name or Equal products are acceptable.
Contract Details
This is a Combined Synopsis/Solicitation (RFQ). The period of performance for delivery and installation is between May 2026 and August 2026. Delivery is 60 days After Receipt of Order (ARO), FOB Destination. The contractor is responsible for all logistics including offloading, moving, uncrating, trash removal, and setup. A standard manufacturer industry warranty is required.
Submission & Evaluation
Proposals must be submitted via email ONLY to Amelia.Roberson1@va.gov by April 30, 2026, at 9:00 AM Central Time. Questions are due by April 24, 2026. Award will be made to the responsible Offeror whose proposal is most advantageous to the Government, considering price and other factors. Required submission documents include contractor administration data, a complete quote per line item, acknowledgment of all amendments, and a completed FAR 52.225-2 Buy American Certificate. The requirement for FAR 52.212-3 has been removed.
Eligibility & Notes
This acquisition is a Total Small Business Set-Aside under NAICS Code 541519 (Business Size Standard: 150 Employees) and PSC 6515. Offerors must be registered in SAM.gov. Self-certification of installer capability will meet the Original Equipment Manufacturer (OEM) authorization requirement. The facility is undergoing renovation, with activation anticipated in June 2026.
