• Training Event Structure: Multiple training days covering the same subject matter are anticipated unless otherwise directed. Each training event is a minimum of 8 instructional hours.
• Frequency of "As Scheduled" Events: "As scheduled" EM training events are anticipated quarterly.
• EOC Training & Base Defense OPLAN Support: These events will occur at least six months apart, planned based on availability.
• Location: A single event is anticipated for MAGTFTC/MCAGCC, Twentynine Palms, and MWTC, Bridgeport.
• Format: All training and support must be performed onsite; virtual or hybrid formats are not acceptable.
• Consolidation of Visits: Whether events can be consolidated into limited onsite visits will be determined by the offeror's proposal.
• Training Audience: The audience will be mixed, consisting of civilians, federal civilian personnel, and active-duty/reserve military personnel.
• Class Size: Anticipated class size is approximately 20-25 participants per course.
• Base Defense OPLAN Support: More comprehensive plan revision support is expected, not just limited draft updates.
• Recovery Working Group Session: Typically lasts 3-4 days, with 6-8 hours per day, involving installation stakeholders.
• MCCAMS Environment Access: Access will be provided but is subject to review and approval.
• Personnel Access & Sponsorship: MCEN Level III access and CAC/TASS sponsorship are expected to be completed within 30 days after contract award.
• Contractor Personnel: The need for multiple contractor personnel versus a single instructor will be determined by the offeror's proposal.
• Provision of Materials: Installation-specific plans, SOPs, directives, and related source documents will be provided within 30 days after contract award.

• Contract Structure: A firm-fixed-price contract with a 12-month base period and a single CLIN is anticipated. Additional SLINs may be added for deliverables.

• EOC Position-Specific Training: Four positions require training: Finance, Logistics, Planning, and Operations.
• Work Type: This is new work.
• Key Personnel: Resumes/CVs are required for all instructing personnel.

Performance Work Statement (PWS)

This PWS outlines the requirements for a Firm-Fixed-Price contract to provide Emergency Management (EM) training, planning assistance, and exercise facilitation for the Marine Air Ground Task Force Training Command (MAGTFTC)/Marine Corps Air Ground Combat Center (MCAGCC) and Mountain Warfare Training Center (MWTC) Emergency Operations Centers (EOCs). The goal is to enhance installation preparedness, response, recovery, continuity of operations, and mission assurance during major or catastrophic incidents.

The contractor will provide facilitation, training, and technical support to improve EM capabilities, focusing on:

• EOC operations
• Incident coordination
• Recovery planning
• Mission assurance integration
• Critical Infrastructure Protection (CIP)
• Unified Command coordination

The contractor is explicitly prohibited from performing inherently governmental functions, exercising command authority, supervising government personnel, or making operational decisions.

• EM Training: Develop and deliver structured training aligned with government standards (e.g., MCO 3440.9, DoDI 6055.17, NIMS/ICS). Training must be a minimum of 8 instructional hours, include practical application, and be submitted for government approval 15 days prior to delivery. All materials to be electronic.
• EOC Operations Training & Support: Deliver position-specific training and facilitate tabletop or functional exercises. Provide performance evaluation support and draft After Action Reports/Improvement Plans (AAR/IPs).
• Base Defense OPLAN Support: Facilitate workshops and assist in updating the Base Defense OPLAN, delivering draft revisions in editable format.
• Recovery Working Group (RWG) Support: Facilitate at least one RWG session annually, providing agendas, minutes, and capability gap analysis.

Deliverables include an Annual EM Training Plan, EM Training Events, EOC Training, Updated Base Defense OPLAN, RWG Session Support, MCCAMS/CIP Training, Unified Command Exercise, and AAR/IPs. All deliverables must be submitted electronically in editable Microsoft Office format.

Performance Work Statement (PWS)

To provide a comprehensive year-long Emergency Management (EM) training and exercise program to enhance MAGTFTC/MCAGCC’s emergency preparedness, response, recovery, and mission assurance capabilities. This includes support for major catastrophic events and coordination of operations for resource management during recovery.
