This full and open competition opportunity requires on-wing and in-test-cell direct engine core water wash services for various jet engines across approximately 33 CONUS locations. Scope of Work

The contractor will provide EWW services for F108-CF-100/201 (KC-135R/T), F138-GE-100 (C-5M), TF33-P-103 (B-52H), TF33-P-100A (E-3B/G), and F139-PW-100 (KC-46A) engines. Services include using heated, deionized water and detergent to clean engine cores, with full capture, treatment, and disposal of effluent. Approximately 700 engines annually require washing. Mobilization will be phased: six locations per region within 30 days of award, and 100% of all regions within 60 days. Contractors must provide their own field-testing equipment for effluent PPM verification and access equipment. Glycol is prohibited; only isopropyl alcohol is permitted for cold temperature operations.

Key Requirements & Submission

Proposals must be submitted electronically in two volumes by the due date. The email subject line must be "FA8626-26-R-B001, Engine Water Wash".

  • Volume I - Technical Capability (20-page limit): Must detail approach for schedule and wash effectiveness (including mobile, self-contained system, equipment, personnel, and support for five regions within two weeks of award), environmental plan (effluent management), equipment procedures (safety, FOD-free design, risk assessment, flightline operations), subcontractor management & small business participation (SBPCD required from all, large businesses need subcontracting plan), and prior relevant experience (at least one contract within 5 years).
  • Volume II - Price Proposal & Contract Documentation (Unlimited): Includes completed Pricing Matrix (Attachment 6), SF 1449, and Representations & Certifications. A preliminary HAZMAT plan is required for evaluation. Wage Determinations (Attachments 7-42) must be considered for labor costs. The Contract Data Requirements List (CDRLs) in Exhibit A details required data items and submission requirements.

Evaluation Criteria

Proposals will be evaluated using FAR Part 13 Simplified Acquisition Procedures. Technical Capability is significantly more important than Price. A proposal rated "Unacceptable" for Technical Capability will be un-awardable. Tradeoffs between price and technical risk are permitted. Technical Capability subfactors include Schedule and Wash Effectiveness, Environmental Plan, Equipment Procedures (also assessed for Technical Risk), Subcontractor Management & Small Business Participation, and Prior Experience.
