Submission & Evaluation
Proposals are due by May 29, 2026, at 8:00 PM ET. Submissions must be sent electronically via email to the Contracting Officer, Lisa Turner, at lturner@ios.doi.gov. The evaluation will follow a Best Value Source Selection process, conducted in two phases. Phase I assesses Facility-Land on an Acceptable/Unacceptable basis. Phase II evaluates Technical Capability, Past Performance, Small Business Participation/Subcontracting Plan, and Price. Technical Capability is weighted as more important than Past Performance and Small Business Participation (combined), which are significantly more important than Price. Offerors should ensure their references are prepared for a Past Performance Questionnaire.

This opportunity has been updated by several amendments. Amendment 0004 addresses vendor questions (Round 1). Amendment 0003 updated due dates for questions and announced a vendor video forum held on May 7, 2026. Amendments 0001 and 0002 clarified contact information and confirmed the proposal due date. Large businesses are required to submit a Small Business Subcontracting Plan, and all offerors must provide a Small Business Commitment Document.
