Solicitation / RFP / RFQ

This solicitation is for Off-Range Corral (ORC) Support Services for the Wild Horse & Burro Program (WHBP) in Region 3, which includes Arkansas, Louisiana, and Mississippi. The Bureau of Land Management (BLM) requires these services to manage and control wild horses and burros.

• Off-Range Corral Holding Services: Maintaining and caring for wild horses and burros, including unloading, sorting, identification, and restraint as needed for vaccinations, deworming, and hoof trimming.

• Feed and Care: Providing land, pens, feed, salt, minerals, and water. Animals must be maintained in moderate condition (Henneke score 5-7) with specific hay quality requirements (good or premium quality grass, grass alfalfa, or alfalfa mix).

• Facility Specifications: Contractor must supply all fencing, holding pens, sorting pens, working areas, and covered buildings. Corrals must be at least 72" high, made of sturdy material, and free of protrusions. Specific requirements for dust control, manure management, and water/feed access are detailed.

• Veterinary Services: Providing veterinary services including vaccinations, testing, emergency treatment, and issuing certificates of veterinary inspection. A limit of $350/year per animal for veterinary services.

• Hoof Trimming: Trimming wild horse and burro hooves with minimal stress and injury.
