Solicitation / RFP / RFQ

This solicitation is for Off-Range Corral (ORC) Support Services for the Wild Horse & Burro Program (WHBP) in Region 1, which includes Kentucky, Tennessee, West Virginia, Virginia, and North Carolina. The Bureau of Land Management (BLM) is procuring these services to manage and care for wild horses and burros.

• Animal Care: Unloading, sorting (by sex, age, species), restraining, and providing feed, salt, minerals, and water for wild horses and burros.

• Condition Maintenance: Maintaining animals in moderate condition (Henneke condition score of 5-7).

• Feed: Providing good or premium quality grass, grass alfalfa, or alfalfa hay, meeting specific USDA Quality Designation Guidelines. Additional feed may be required for animals with a body condition score below 4.

• Facilities: Providing adequate corrals (minimum 700 sq ft per animal for holding, 400 sq ft for separate corrals), covered working areas, and ensuring pens are clean and dry with adequate space.

• Health Care: Furnishing veterinary services including vaccinations, deworming, EIA tests, and emergency treatment (not to exceed $350/year per animal). Veterinarian must be on call within 4 hours.

• Hoof Trimming: Performing hoof trims as needed before animals are placed into private care.

• Carcass Disposal: Disposing of carcasses in accordance with state sanitation laws.

• Security: Ensuring facility gates are locked during non-work hours and the facility is fenced.

• Reporting: Submitting daily feed and care logs, incident reports within 24 hours of animal injury/illness/death, and transportation notifications at least 72 hours prior to animal movement.

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

• Period of Performance: Five (5) years from the date of contract award, including a base year and four 1-year ordering periods.

• Maximum Contract Amount (Region 1): $4,000,000.00

• Minimum Order Guarantee: $10,000.00 per IDIQ.

• Task Orders: Will be performance-based and Firm Fixed Price (FFP).

• Proposal Due Date: May 29, 2026, 1600 ED local time.

• Evaluation: Best value source selection based on an integrated assessment of technical, past performance, small business participation, and price. Technical Capability is more important than Past Performance and Small Business Participation. Factors 2, 3, and 4 combined are significantly more important than Price.

• Awards will be made to technically qualified small and large businesses.

Pre-Solicitation Notice

This notice announces the Bureau of Land Management's (BLM) intent to issue a Request for Proposal (RFP) for Wild Horse and Burro Off-Range Corral (ORC) support services across multiple regions in the Eastern States. This is advance information and not a solicitation.

• Provide and maintain an Off-Range Corral for 120–400 Wild Horses and Burros (WHBs) annually.

• Care and feeding of animals.

• Provide and maintain a fenced facility with quarantine and holding pens.
