Evaluation
Proposals will be evaluated based on Technical Approach, Management Approach, Corporate Experience, Past Performance, and Price. Non-price factors are significantly more important than Price. Offerors must demonstrate experience with at least three (3) recent projects of similar size and scope. Past performance will be assessed using the Revised Past Performance Questionnaire (J-10), which must be returned by April 6, 2026, Noon (ET).
