Purpose & Scope of Work

The primary objective is to support WHS's mission by ensuring environmental compliance, meeting resiliency and conservation goals, and providing incident response and recovery capabilities for its facilities. Services include:

  • Environmental Compliance: Multimedia support covering air, wastewater, stormwater, hazardous waste, chemical inventories, ozone depleting substances, fuel storage tanks, soil/groundwater, and drinking water.
  • Planning & Resiliency: NEPA compliance, cultural resources management, master planning, and support for resilient planning, design, construction, and operations.
  • Incident Response & Recovery: Technical support for environmental releases and Chemical, Biological, Radiological, and Nuclear (CBRN) attacks.
  • Natural Resources: Management and regulatory compliance.
  • Outreach & Communications: Event planning, communications support, and new hire orientation.

Contract Details

  • Contract Type: Firm Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ).
  • Period of Performance: One 12-month Base Year, four 12-month option years, and one 6-month extension period, for a total potential duration from June 1, 2026, through November 30, 2031.
  • Maximum Value: Up to $50,000,000.00.
  • Place of Performance: Primarily at DoD facilities within the National Capital Region (NCR), including the Pentagon, Mark Center, Defense Health Agency Headquarters (DHHQ), and Raven Rock Mountain Complex (RRMC). Occasional work may occur at other WHS facilities.

Key Requirements & Eligibility

  • Set-Aside: Total Small Business.
  • Security Clearance: Offerors (prime and subcontractors) must possess a current/active DoD Industrial Facility Security Clearance at the SECRET level or above by the proposal due date (PASS/FAIL requirement). Contractor personnel also require a Secret clearance.
  • CMMC: CMMC Level 2 (Self) is required at the time of proposal submittal and must be maintained throughout the contract duration.
  • Key Personnel: Specific education, experience, and Secret clearance requirements are detailed for 14 key roles (e.g., Program Manager, SME Engineers/Scientists, Senior Scientists/Engineers). Contingent hires are permitted with commitment letters.

Submission & Evaluation

  • Proposal Submission: Electronic submission via email to whs.pentagon.ad.mbx.fomb@mail.mil. Proposals must be submitted in four volumes: Administrative/Cover Letter, Security and Key Personnel Requirements, Past Performance, and Price.
  • Evaluation Factors: Proposals will be evaluated based on a PASS/FAIL assessment for Security & Key Personnel, followed by Factor I: Past Performance (more important than Price), and Factor II: Price. A "Limited Confidence" or "No Confidence" rating for Past Performance will result in ineligibility.
  • Past Performance: Offerors must use the provided "Past Performance Data Sheet" (Attachment 5) and ensure references complete the "Past Performance Questionnaire" (Attachment 6) by the due date. Projects with a total contract value greater than $5 million demonstrating similar scope, size, and complexity will be considered.
  • Pricing: Offerors must use the "Pricing Submission Worksheet" (Attachment 8) to detail labor rates and sample task order pricing.
