Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and install an RFID tracking system at the Fitness Center at Mountain Home AFB, ID, including onsite training for Government personnel.

• Installation of a mobile, wireless, all-in-one RFID detector that is battery-operated, weatherproof, and track-side LED cock compatible.

• The system must be capable of operating in both logging and real-time modes.

• Contractor shall provide all personnel, equipment, tools, materials, supervision, and transportation for setup and installation.

• Contractor shall ensure proper operation of the installed system and diagnose/repair any malfunctioning equipment.

• Contractor shall maintain cleanliness of the Government facility during work and repair any damage to Government property.

• Contractor shall conduct training of the entire system to Government personnel.

• Contractor shall provide technical support after installation.

• Shipping must be included in the quotation, with delivery to the fitness center facility no later than 30 days after the date of contract award.

• Equipment must function IAW manufacturer's specifications.

• Government facility cleanliness must be maintained.

• Installation and training at Mountain Home AFB, ID.

• Delivery no later than 30 days after contract award.

• Security Requirements: Contractor personnel must meet all security requirements, including potential background checks, safeguarding Government property, and complying with NISPOM. Specifics include:

  • Notification of Government Security Activity 30 days prior to operations (or 72 hours if contract starts within 30 days).
  • Security Agreement required for long-term contracts.
  • Maintenance of a listing of all employees performing work.
  • Contractor personnel will be integrated into host unit organizations and must adhere to security policies.
  • AF will provide security support (e.g., badges, visitor control).
  • Off-installation security measures must be established if work is required elsewhere.
  • Pass and identification items must be obtained for employees.
  • Base access requires completion of 366 SFS Form 30 at least 14 days prior to requested access.
  • Compliance with DoD FOIA Program requirements.
  • Reporting of any security threats.
  • Responsibility for safeguarding all Government property.
  • Retrieval of identification items upon employee departure or contract termination.
  • Compliance with mutable identification item procedures.
  • Security Clearance/Background Check may be required (SF-85 or SF-86).
  • Implementation of local base procedures for entry to controlled/restricted areas.
  • Compliance with Controlled Unclassified Information (CUI) requirements.
  • Compliance with Operations Security (OPSEC) requirements.
  • Antiterrorism (AT) Awareness Training (Level I) required within 30 days of access and annually thereafter.
  • Compliance with Force Protection Condition (FPCON) and AT measures.
  • Reporting requirements for threats.
  • Key Control/Access Badge Control procedures.
  • Compliance with base traffic laws.
  • Prohibition of weapons, firearms, and ammunition.
  • Compliance with Domestic Violence/Lautenberg Amendment requirements if applicable.

• Warranty: Annual service including software upgrades and unlimited phone/technical support, plus standard manufacturer warranty.
