Scope of Work
The project requires a complete roof replacement, including the uninstalling and salvaging of the existing rooftop photovoltaic (PV) system, full tear-off of the asphalt shingle roof, inspection for damage, removal and patching of skylights, and installation of a new watertight SSMR assembly. This also includes providing new drainage (gutters, downspouts) and a new lightning protection system. The new SSMR must be copper with tin-zinc coating ("Freedom Gray"), minimum 20 oz, and mechanically-seamed, inverted-L, double-lock standing seam. The building will be unoccupied during construction. Compliance with detailed specifications for materials, installation, and performance standards is mandatory.

Eligibility & Requirements
Offerors must be registered in the System for Award Management (SAM) database prior to award. A copy of a State of Florida Certified or Registered Construction Contractor or Roofing Contractor License must be submitted with the proposal. A Bid Guarantee is required, and Performance and Payment Bonds will be necessary. Compliance with Davis-Bacon Wage Rates (General Decision Number FL20260209) is mandatory. Required warranties include a minimum 5-year contractor installation, 50-year/lifetime material, 5-year manufacturer's no-dollar-limit, and 20-year paint finish warranty; warranties exceeding these minimums may be considered competitive.
Evaluation
