Purpose & Scope of Work
This solicitation seeks to procure general administrative support services for the Naval Surface Warfare Center, Corona Division, specifically for its Acquisition and Readiness Assessment (AR), Performance Assessment (PA), and Range Systems Engineering (RS) Departments. Services include office duties, operating equipment, filing, mail distribution, reception, call screening, meeting arrangements, data entry, and various reporting requirements (e.g., monthly progress, financial, personnel rosters). The contractor will also assist with travel arrangements, security clearances, and records management.
Contract Details & Eligibility
- Contract Type: Cost-Plus-Fixed-Fee Level-of-Effort (CPFF LOE) Task Order. Amendment 0001 is forthcoming to confirm this.
- Period of Performance: Anticipated to include a 12-month base period and four (4) 12-month option periods. The Period of Performance begins May 28, 2026, with a 30-calendar day phase-in period starting at award.
- Set-Aside: Exclusively for SBA-certified 8(a) program participants who are active SeaPort-NxG MAC Prime holders. Proposals from non-MAC holders will not be evaluated.
- Place of Performance: Primarily Norco, CA, with potential for other government sites across CA, SC, NC, NV, FL, VA, AZ as indicated in the Level of Effort (LOE) document.
- Special Requirements: Contractor must possess a final SECRET Facility Clearance Level (FCL), and all personnel must obtain and maintain a SECRET clearance. Specific skill and training requirements are detailed in Attachments 01 and 02.

- Key Personnel: The government has not designated key personnel, though resumes are required for each position per Attachment 02 and Section A, item #6.
- Proposal Formatting: Proposals must use 12-point Times New Roman font for headers and footers, with call-out boxes and tables (graphics) permitted to use 9-point font. Hyperlinks are not allowed. All PDF content must be searchable.
- File Naming: Follow Section L, Attachment 23, paragraph 2.5, allowing for additional identifying information.
- CMMC Requirement: Each subcontractor must complete and upload their own CMMC Level 1 Self-Assessment; prime contractor assessments do not suffice for subs.
- Labor Hours: Discrepancies in labor hours for Secretary III and Program Manager II between Attachments 01 and 02 will be corrected via Amendment 0001.
- Past Performance: Offerors must provide three recent past performance references (within 5 years) relevant to the PWS/SOW, following Attachment 09.
- Organizational Conflict of Interest (OCI): An affirmative statement is required in the cover letter if no OCI exists, along with the corporate policy for resolving OCIs.
- No Extension: The proposal due date will not be extended.
