Purpose & Scope

The contractor must possess a final SECRET Facility Clearance Level (FCL), and all personnel must maintain a SECRET clearance.

Submission & Evaluation
- Eligibility: Only active SeaPort-NxG MAC Prime holders who are SBA-certified 8(a) program participants are eligible. Proposals from non-MAC holders will not be evaluated.
- Evaluation Basis: Best value/trade-off.
- Proposal Formatting: Proposals must use 12-point Times New Roman for headers/footers, with call-out boxes and tables permitted to use 9-point font. All content in PDF submissions must be searchable. Hyperlinks are not permitted.
- Key Personnel: The government has not designated key personnel, but resumes for each position are required per Attachment 02.
- Past Performance: Offerors must provide three recent past performance references (within the last 5 years) relevant to the PWS/SOW, in accordance with Attachment 09.
- Organizational Conflict of Interest (OCI): An affirmative statement is required in the cover letter if no OCI exists, along with the corporate policy for resolving OCIs.
- Page Limits: Element B (Management Approach) has a 10-page limit, which includes the transition plan. The Staffing Plan narrative has no page limit.
- CMMC: Each subcontractor must complete and upload their own CMMC Level 1 Self-Assessment.

Important Clarifications
