This opportunity involves establishing, managing, and operating cafeteria and cafe services for approximately 4,000 occupants. Proposals are due June 8, 2026, at 12:00 PM EST.

Opportunity Details

This requirement is for a food service contract primarily for the JEH FBI Headquarters, located at 935 Pennsylvania Avenue, N.W., Washington, DC, and potentially other National Capital Region (NCR) locations. The contractor will establish, manage, and operate cafeteria and cafe services, including a large cafeteria (33,872 sq ft) with an embedded Dunkin Donuts Cafe and a standalone Starbucks Cafe (2,914 sq ft). The service model is "cafeteria style," and the contractor will operate existing food services and enter into licensing agreements with franchised businesses. Scope of Work

Key responsibilities include:

  • Operating and managing cafeteria services, including food preparation and sales.
  • Managing existing embedded franchises (Dunkin Donuts, Starbucks).
  • Providing services for approximately 4,000 Federal Government employees and supporting contractors.
  • Maintaining clean and sanitary food preparation and serving areas in compliance with FDA Food Code and local regulations.
  • Offering innovative, high-quality, and healthy menu selections, including options for special dietary needs, with weekly menus provided electronically.
  • Adhering to specified hours of operation: Starbucks (6:00 AM - 4:00 PM), Dunkin (6:00 AM - 4:00 PM), and Cafeteria (7:00 AM - 2:00 PM), weekdays only.
  • Providing catering services for special events.
  • Ensuring all personnel undergo background investigations for unescorted access due to security considerations.

Contract & Timeline

  • Contract Type: Hybrid, consisting of a Firm Fixed Price (FFP) with an award-fee component, and a cost-type element for minor equipment repair/replacement (not to exceed $30,000 annually). This is a no-cost contract, with revenue generated solely through food service sales.
  • Period of Performance: A one-year base period (August 13, 2026 - August 12, 2027) with four (4) one-year option periods. A transition period is scheduled from July 13, 2026, to August 13, 2026.
  • Set-Aside: The Randolph-Sheppard Act applies, requiring priority to be afforded to qualified blind vendors licensed by the DC Rehabilitation Services Administration.
