Scope of Work
The selected contractor will manage and operate comprehensive food services within the JEH building's existing facilities, which include a large cafeteria, food preparation areas, and standalone cafes. Key responsibilities include:
- Providing daily food and beverage services, including managing franchised operations.
- Maintaining high standards of sanitation, food safety, and customer service.
- Developing and offering diverse, nutritious menus, with options for special dietary needs.
- Providing catering services for special events.
- Adhering to specified hours of operation (e.g., Starbucks/Dunkin: 6 AM - 4 PM; Cafeteria: 7 AM - 2 PM, weekdays). The Government will provide space and utilities without charge.
Contract Details
- Contract Type: Hybrid, consisting of a Firm Fixed Price (FFP) with an award-fee component, and a cost-type element for minor equipment repair/replacement (up to $30,000 annually). This is a no-cost contract, with revenue generated solely through food service sales.
- Period of Performance: A 12-month base period starting August 14, 2026, followed by four (4) one-year option periods. A transition period is scheduled from July 13, 2026, to August 13, 2026.
- Set-Aside: The Randolph-Sheppard Act applies, requiring priority to be afforded to qualified blind vendors licensed by the DC Rehabilitation Services Administration.
