This includes system analysis, software and system engineering, development, application, customization, and technical writing for the NAVSEA Fusion Suite of applications, which manages ship repairs, contracts, purchases, funds, and metrics. Scope of Work

The required services support the NAVSEA Fusion Suite and involve:

  • Atlassian Ecosystem Administration: Comprehensive support for Confluence and Jira, including space design, scripting, workflow customization, project integration, security, data management, and collaborative solution development.
  • Integrated Operations Support: Leveraging Jira, Confluence, and Power BI for tracking, management, and reporting across operational areas, with customized engagement and issue resolution.
  • Project Integration Services: Ensuring seamless interoperability between SWRMC's platforms, specifically bidirectional communication between Jira and the Navy Maintenance Database (NMD), and integration with the Ship Maintenance Data Improvement Initiative (SMDII) database.
  • User Manuals, Training, and Project Documentation: Development and refinement of user guides, Standard Operating Procedures (SOPs), and training materials for the Fusion platform.
  • Systems Analysis: Refining and expanding capabilities for tracking and managing ship repair efforts within NAVSEA Fusion Jira, including workflows for ship repair, Government Furnished Materials (GFM), and contract elements.
  • Enhanced Data Visualization: Integrating Jira with PowerBI for visually engaging and interpretable data for management decision-making.

Requirements

Interested 8(a) certified small businesses must submit a capability statement (not exceeding five pages) demonstrating their ability to perform the services. The statement should include:

  • Company name, address, and Point of Contact (POC).
  • Business size and 8(a) certification status.
  • Specific technical skills and capabilities relevant to the requirement.
  • List of past or current similar work.
  • Capability to perform greater than 50% of the effort (if small business).
  • Experience managing similar tasks and/or subcontractors.

Place of Performance

The work is anticipated to be performed primarily on-site in the San Diego region at SWRMC, located on Naval Station San Diego, CA. Three CONUS trips are also anticipated.

Special Requirements

Contractor personnel must obtain a Common Access Card (CAC) within 60 days, comply with all mandated DOD, Navy, and SWRMC training, and adhere to security directives for Controlled Unclassified Information (CUI) and Operations Security (OPSEC). A government-furnished laptop will be provided.
