• Moisture Intrusion: The source of moisture intrusion has been identified and corrected. Contractors should confirm if active conditions remain or if residual moisture needs addressing.
• Testing: The Government will not perform or provide independent air quality and clearance testing. The CDC does not recommend routine air sampling for mold, and the Government does not request contractors to provide it.
• Material Removal: Contractors should assume that all visibly mold-affected materials (carpet, ceiling tiles, drywall) are to be removed and replaced, unless deemed unsalvageable at the COR's direction. Room 117 may require full demolition and replacement.
• Hidden Conditions: If additional mold or moisture damage is discovered beyond visible areas, contractors must pause work and notify the COR for direction. Remediation should focus on visibly affected surfaces, assuming the source of moisture has been repaired.
• Build-Back: Restoration is limited to repairing identified damaged ceiling grid, replacing all ceiling tiles, cleaning mold from surfaces (including furniture), and removing carpet. No build-back beyond localized ceiling/grid repair is required.
• Furniture: Furniture identified as mold-affected is to be cleaned in place. All unsalvageable furniture will be disposed of by the government prior to the work start date.
• Ceiling Scope: All ceiling tiles will be replaced, and damaged grid areas will be identified. Approximately 2890 ceiling tiles and 104 sf of damaged ceiling grid are anticipated.

Statement of Work (SOW)

To provide mold cleaning, abatement, remediation services, and ceiling repair at AFLCMC, Bldg. 856, Montgomery, AL 36114.

• Furnish all labor, services, tools, materials, equipment, and supervision for mold remediation.

• Contractor must be certified in mold cleaning, abatement, and remediation.

• Work includes removal of moisture-damaged and mold-contaminated materials.

• Cleaning and treatment of affected wall cavities, carpets, vents, return registers, light fixtures, and ceiling tiles.

• Specific tasks include:

  • Cleaning and treating opened wall cavities with EPA-registered disinfectant and mold inhibitor.
  • Air testing and moisture level testing prior to build-back.
  • Replacing 2890 ceiling tiles.
  • Cleaning carpets with EPA-registered disinfectant and mold inhibitor.
  • Cleaning 78 vents/return registers and 163 light fixtures.
  • Cleaning all furniture and system furniture.
  • Cleaning and treating wall surfaces in rooms 112, 117, and 207.
  • Minimizing impact on building occupants and construction dust.
  • Daily cleaning and disposal of construction debris.
  • Specific remediation tasks for Rooms 112, 117, and 207, including replacing ceiling tiles and repairing ceiling grid in Room 207.

• Work must be completed in accordance with industry standards, applicable safety regulations, and Government contract specifications.

• Product data sheets and safety data sheets for all chemicals must be submitted prior to work commencement.

• A mold protocol will be prepared for review.

• Place of Performance: AFLCMC, Bldg. 856, 201 E. Moore Drive, Montgomery, AL 36114.

• Performance Period: Within 60 calendar days from contract award.

• Operational Coverage: Normal business hours (7:00 am to 4:30 pm, Monday-Friday), excluding federal holidays.

• Contractor Qualifications: Must be a firm with expertise in mold abatement, remediation, demolition, and cleaning. Must provide proof of qualifications, insurance, OSHA certifications, and any applicable State certifications. Supervisory personnel must be a qualified competent person with OSHA mold cleaning abatement and remediation training.

• General Requirements: Awareness training on mold exposure, appropriate respiratory protection, and medical evaluation.

• Warning Signs: Work areas must be sealed and marked with appropriate signs.

• Dumpster Requirements: Coordinate dumpster placement with COR/Facility Manager.

• Disposal of Waste: Contractor responsible for waste disposal in accordance with regulations.

• Contractor Storage: On-site storage area security is the contractor's responsibility.

• Electrical/Communications: Do not disturb facilities; notify COR 24 hours in advance for removals.

• Materials Removed: Salvageable materials remain government property; unsalvageable materials are C&D waste.

• Construction and Demolition Wastes: Separate and handle hazardous wastes; dispose of all waste per regulations.

• Security Requirements: Notify contracting officer 30 days before on-base performance, including employee information, contract details, and location/dates of service. Obtain base identification and vehicle passes for personnel. Comply with installation access control, traffic laws, and controlled/restricted area entry requirements. Report security threats. No unauthorized wireless electronic devices, firearms, ammunition, or illegal weapons.

This document provides clarifications and answers to questions raised by potential bidders regarding the solicitation for mold remediation services.

• Moisture Intrusion & Remediation: The source of moisture intrusion has been identified and corrected. Contractors should confirm if active moisture remains and if residual moisture remediation is anticipated. The Government does not intend to perform additional testing beyond what is stated in the SOW.
• Scope of Material Removal: Contractors should assume that only visibly mold-affected materials deemed unsalvageable at the COR's direction are to be removed and replaced. Full demolition and replacement may be required in specific areas like Room 117.
• Discovery of Additional Damage: If additional mold or moisture damage is discovered beyond visible areas, contractors should pause work and notify the COR for direction. Remediation is expected for all visibly affected surfaces where the source of moisture has been repaired.
• Testing & Clearance: The Government will not provide independent air quality and clearance testing; the contractor is responsible for performing and documenting all testing. There are no specific health-based clearance standards beyond general CDC recommendations for air quality evaluations.
• Containment: Localized isolation is expected for affected rooms, not full negative air containment.
• Repairs & Build-Back: The contractor will repair identified damaged ceiling grid, replace all ceiling tiles, clean surface mold in affected rooms (including furniture), and remove identified carpet. No build-back beyond localized ceiling/grid repair is required.
• Debris Removal: Debris removal will be coordinated at the project start. Elevator access will be available for second-floor areas. Mold-contaminated materials will be disposed of as standard construction and demolition waste.
• Affected Areas & Quantities: An estimated 13,171 square feet are impacted across Rooms 112, 117, and 207. Approximately 2890 ceiling tiles and 104 sf of damaged ceiling grid require replacement. Furniture within the rooms is considered mold-affected and will be cleaned in place.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to procure mold removal and remediation services for the Air Force Life Cycle Management Center (AFLCMC) at Maxwell-Gunter Annex, AL. The government is soliciting "open market" offers only; GSA or GWAC quotes will not be considered. This requirement is a 100% small business set-aside, meaning only offers from small businesses will be reviewed.

• The core requirement is mold removal and remediation for Building 856, Rooms 112, 117, and 207.
