Amendment / Modification

This amendment modifies the solicitation by including two new clauses:

• FAR Clause 52.204-90 OFFEROR IDENTIFICATION
• FAR Clause 52.204-91 CONTRACTOR IDENTIFICATION

These clauses are required in lieu of SAM registration and necessitate the Contractor filling in both clauses.

• The solicitation itself is affected by the addition of these two clauses.

• Bidders are required to complete and submit the information requested in these new clauses with their offer.

• The amendment does not extend the deadline for offer receipt.

Questions & Answers / Clarifications

This document contains minutes and questions & answers from a virtual pre-proposal conference held on April 21, 2026, for the PMSC wastewater plant treatment system Maintenance Services Contract at the U.S. Embassy Libreville. The conference aimed to clarify the solicitation for annual preventive maintenance of the sanitary sewer collection system and the wastewater plant treatment system.

• Offer Submission: Offers must be submitted in two distinct volumes: a Price Offer and a Technical Offer. Failure to do so will result in automatic rejection.
• DBA Insurance: Only a quote for DBA Insurance is required at this stage; purchase is not yet necessary. Vendors should factor any bank fees into their pricing.
• Scope of Work: The period of performance is confirmed as 1 Base Year + 4 Option Years. Consumables for preventive maintenance are included in the fixed price, but major repairs are excluded. Technicians must be trained and experienced. Past performance submissions require at least three similar contracts.
• Chlorine Requirements: While the UV disinfection system has replaced the chlorination skid, the chlorine testing requirements in the Scope of Work remain unchanged, as the chlorination skid may be reactivated for SHEM compliance.
• Site Visits: A site visit to verify the wastewater treatment plant configuration cannot be organized at this time. Refer to Exhibit 1, Section II (Project Requirement), and the Description of Equipment for details.

A formal amendment will be issued to correct the scope of work regarding chlorine requirements and to attach these minutes and the Q&A. Vendors are responsible for receiving and acknowledging all amendments before submission. Further questions were accepted until April 28, 2026, at 1500 local time.

Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for maintenance services for the sanitary sewer collection system and the wastewater treatment system at the U.S. Embassy in Libreville, Gabon. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

• Preventive maintenance services for the sanitary sewer collection system and the wastewater treatment system.

• Services include logistics, customs, shipping, transportation, labor, wastewater treatment chemicals, tools, testing kits/equipment, and administrative support.

• Specific tasks include flow control, blower maintenance, air diffuser operation, activated sludge aeration, clarifier cleaning, air-lift pump operation, filtration cleaning, disinfection control, and effluent testing.

• Work must comply with AWWA, ANSI, SDS, ASTM, NFPA, UL, IEEE, NEMA, and OSHA standards, as well as manufacturer O&M instructions.

• Contractor must provide site assessment and survey services, project management, cost estimating, and scheduling services.

• Training of Embassy operators on water treatment tests, control ranges, safe handling, and new procedures (5 hours annually).

• Type of Contract: Firm fixed price.

• Period of Performance: One-year base period with a maximum of four one-year optional periods.

• Estimated Start: No later than July 2026.

• Quotations are due by Friday, May 11, 2026, at 13:00 local time.

• Submission must be electronic to LibreContracting@state.gov.

• Proposals must be in English.

• Required documents include SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and Proof of SAM Registration.

• Evaluation will be based on the lowest priced, acceptable, responsible offer.

• Acceptability will be assessed based on compliance with RFQ terms, including technical information in Section 3.

• Responsibility will be analyzed based on FAR 9.1 requirements (financial resources, ability to comply with performance period, integrity, organization, experience, skills, equipment, and eligibility).

• Offerors must be registered in the SAM (System for Award Management) database prior to proposal submission.

• A pre-quotation conference will be held online on Tuesday, April 21, 2026, at 15:00 local time.

• File size limit for submission is 30MB per email; larger submissions must be in separate files.

• Repairs are not included in this agreement but current labor rates for repairs must be provided.
