Quick Summary

The Department of the Navy, NAVFACSYSCOM MID-ATLANTIC, is soliciting proposals for FY26 Wallace Creek BEQ Chiller Repairs at Camp Lejeune, NC. This project involves the replacement of six specified chillers and associated pumps. This is a Total Small Business Set-Aside opportunity, with proposals due by April 2, 2026, at 2:00 PM EST. The estimated cost range is between $1,000,000 and $5,000,000.

Scope of Work

The primary objective is to replace six chillers (WC105, WC110, WC115, WC120, WC130, WC135) and their associated pumps and drives at the Wallace Creek BEQ. The scope includes:

  • Replacing chillers with new units featuring a 10-year parts, labor, and refrigerant warranty, factory-installed water strainers, 20amp GFCI outlets, heat trace for evaporator/piping, single-point power connections, and VFDs for condenser fan motors.
  • Condenser coils must have e-coat/topcoat finish and Microchannel construction (or approved alternate).
  • Installation of seismic feet, thermal dispersion flow switches, phase loss protection, and emergency tees. New chillers do not require the heat recovery option; exterior heat recovery piping should be capped and reinsulated.
  • Control panels must be NEMA 3R rated and accessible, with BACnet/MSTP controls.
  • Piping 4" and below will be copper, 5" and greater schedule 40 welded steel, with external piping requiring heat trace and insulation. Bypass piping and valves are required for testing and flushing.
  • Hydronic piping systems must be cleaned and flushed according to specified procedures, including chemical treatment and reporting.
  • Triple duty valves, suction diffusers, and butterfly valves located at the chilled water pumps are to be replaced along with the pumps.
  • The contractor is responsible for recording and submitting pre- and post-installation water flow readings.
  • The chiller manufacturer must have a service organization within 35 miles of Camp Lejeune, NC.
