• Facility must have an active residential treatment program and pass a VA inspection prior to award.

• Facility must be centrally located, near public transportation, and near employment areas.

• Facility must be located within Northern or Central New Jersey in specific counties: Bergen, Elizabeth, Essex, Hudson, Hunterdon, Mercer, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, Warren.

• Offerors must provide proof of facility ownership or a lease agreement and certificate of occupancy.
