Scope of Work
NGA requires contractors to deliver advanced undergraduate and graduate-level GEOINT training courses from their existing catalogs, modified for condensed government delivery. Courses will be delivered virtually via instructor-led synchronous, asynchronous, or self-paced online modalities. Training solutions must cover at least two of eleven specified subject areas, including Artificial Intelligence, Computer Vision, Data Modeling, Machine Learning, GIS & Analysis Tools, and Remote Sensing. Each course shall not exceed 40 hours of instruction (approximately 5 days).
Accreditation & Instructor Requirements
Contractors must be academic institutions regionally accredited by a body recognized by the Council for Higher Education Accreditation (CHEA), AND either accredited by the United States Geospatial Intelligence Foundation (USGIF) or a member in good standing with the University Consortium for Geographic Information Science (UCGIS). Non-academic small businesses may compete as prime offerors if all proposed courses are from such accredited institutions. All instructors must be U.S. citizens.

Award will be based on the Best Value for the Government, with technical capabilities weighted more heavily than price. Evaluation factors include Technical, Past Performance, Security, and Price.
Submission & Security Requirements
Offerors must submit proposals addressing updated page limitations for various volumes. The course list must be submitted in Excel format. Amendment 03 significantly revised Section 4.4 (Security), requiring compliance with NGA, DoD, and IC information security policies, including NIST SP 800-171 for cybersecurity and FedRAMP Moderate for cloud services. Uncleared personnel can work at the Unclassified level, but CUI access requires favorable HSPD-12 adjudication sponsored by NGA. All solicitation amendments must be signed and attached to the offeror's submission.
