Scope of Work
DoDEA requires standards-aligned, digital health education instructional resources for grades 6-12. This includes:
- Student Resources: Digital materials for 9-week courses (grades 6-8) and 0.5-credit courses (grades 9-12), aligned to National Health Education Standards, age-appropriate, and engaging.
- Educator Resources & Assessments: Digital subscriptions for teachers and subject-matter experts, including standards alignment, scope and sequence, instructional strategies, and formative/summative assessments (preferably auto-grading).
- Professional Learning: Synchronous webinars for teachers (15 hours per group for grades 6-8 and 9-12) during Base Year 1.
- Technical Support: Industry-standard support with specific response times.
All resources must be COTS, 100% digital, research-based, and compatible with DoDEA's virtual learning environment (Schoology, Google Classroom) and ClassLink, supporting single sign-on. Compliance with IMS Global Consortium standards, SCORM®-compliance (if applicable), Section 508 accessibility, and FedRAMP Level 2 cybersecurity is mandatory. Data developed will be government property.

Offerors must submit a quote package in four volumes: Administrative Cover Letter, Technical Capabilities (15-page limit), Past Performance (5-reference limit), and Price. Evaluation will be on a competitive best value basis, with Technical Capabilities being the most important factor, followed by Past Performance, and then Price. Technical Capabilities subfactors are of equal importance. Vendors must provide digital access to resources for evaluation by 8 evaluators. Required attachments include a Pricing Sheet, Terms of Service Addendum, Accessibility Conformance Report (ACR/VPAT), Cloud Questionnaire, FAR/DFARS Provisions, Privacy Checklist, DD 2930a, and Past Performance Questionnaire.
