Quick Summary

The U.S. Space Force (USSF) Space Systems Command (SSC) Portfolio Acquisition Executive (PAE) for Battle Management, Command, Control, Communication, and Space Intelligence (BMC3I) has released a Request for Prototype Proposal (RPP) FA872325RB003 for Ground Based Radar Digitization (GBRD). This critical modernization effort, executed jointly with the Missile Defense Agency (MDA), aims to upgrade eight globally positioned ground-based radars to improve Space Domain Awareness (SDA) and Missile Warning/Tracking (MW/MT) capabilities. The program seeks full solutions and anticipates multiple fixed-price Other Transaction Agreements (OTAs) awards in June 2026. Proposals are due May 29, 2026.

Scope of Work

The GBRD program will modernize the entirety of these radar systems, from antenna front-end to back-end data processors and communication systems, by instituting a government-owned, modular open systems architecture. Leveraging the Middle Tier of Acquisition (MTA) Rapid Prototyping pathway, the program will develop and demonstrate a new, common digital baseline on an initial subset of four radar sites before rapid fielding to the remainder. This initiative addresses critical obsolescence and sustainment challenges in aging systems.

Contract & Timeline

  • Type: Request for Prototype Proposal (RPP) leading to multiple fixed-price Other Transaction Agreements (OTAs) in accordance with 10 U.S.C. 4022.
  • Set-Aside: None specified.
  • Proposal Due: May 29, 2026.
  • Anticipated Award: June 2026.
  • Published: May 20, 2026.

Evaluation

GBRD is an integrated acquisition enterprise founded on a unique "compete and collaborate" model. Multiple Offerors will be awarded OTAs to compete on individual designs while simultaneously collaborating on a common, government-owned architectural baseline. All Offerors will operate within a single Authoritative Digital Ecosystem, with designs objectively assessed by an independent Model Based System Engineering (MBSE) Validator. This structure aims to drive commonality, de-risk development, and establish a resilient, multi-vendor industrial base.

Additional Notes

A Bidder's Library is available upon request to eligible companies authorized to access unclassified export-controlled technical data/critical technology. Companies must provide an approved DD Form 2345, Militarily Critical Technical Data Agreement, to demonstrate eligibility. Requests require company name, CAGE Code, UEI, two points of contact for unclassified and classified exchanges, role (Prime/Subcontractor), and a copy of the approved DD2345. Allow 2 business days for processing. The submission period for questions has ended, but the proposal due date remains unchanged.
