Quick Summary
The U.S. Space Force (USSF) Space Systems Command (SSC) Portfolio Acquisition Executive (PAE) for Battle Management, Command, Control, Communication, and Space Intelligence (BMC3I) has released a Request for Prototype Proposal (RPP) FA872325RB003 for Ground Based Radar Digitization (GBRD). This critical modernization effort, executed jointly with the Missile Defense Agency (MDA), aims to upgrade eight globally positioned ground-based radars. SSC/BMC3I is seeking full solutions and anticipates awarding multiple fixed-price Other Transaction Agreements (OTAs) in accordance with 10 U.S.C. 4022 by June 2026. Proposals are due May 29, 2026.
Scope of Work
The GBRD program's primary objective is to improve Space Domain Awareness (SDA) capabilities and enhance mission effectiveness for Missile Warning/Missile Tracking (MW/MT) and Missile Defense (MD). This will be achieved by instituting a government-owned, modular open systems architecture across aging radar systems (including UEWRs, PARCS, COBRA DANE, and Eglin Site C-6 Radar) that face obsolescence and sustainment challenges. The modernization encompasses the entirety of these radar systems, from antenna front-end to back-end data processors and communication systems.
Acquisition Strategy
Leveraging the Middle Tier of Acquisition (MTA) Rapid Prototyping pathway, GBRD employs a unique "compete and collaborate" model. Multiple Offerors will be awarded OTAs to compete on individual designs while simultaneously collaborating on a common, government-owned architectural baseline. All Offerors will operate within a single Authoritative Digital Ecosystem (ADE), with an independent Model Based System Engineering (MBSE) Validator objectively assessing models and designs. This structure aims to drive commonality, de-risk development, and establish a resilient, multi-vendor industrial base.
