The new irrigation system must be 100% compatible with the existing Hunter Landscape Irrigation system of Arlington National Cemetery (ANC) and tie into it, as there is no independent water source on the NPS stretch of Memorial Avenue. Work includes boring under the Route 110 on-ramp and working around sidewalks and Metro plazas. As-built plans and a utility survey are also required.

Eligibility & Evaluation
This is a Total Small Business Set-Aside. Offerors must be registered in the System for Award Management (SAM) and qualify as a small business under NAICS code 237110 (Heavy and Civil Engineering Construction, $45 Million size standard). Proposals will be evaluated using a Best Value Continuum Tradeoff Process, considering Project Experience, Technical Approach, Key Personnel Experience, Past Performance, and Price. Non-price factors are in descending order of importance.
Special Requirements & Notes
- Site Visit: A pre-proposal site visit was held on March 6, 2026, at the Seabee's Memorial on Memorial Avenue.
- Bonds: A bid guarantee (20% of bid price, not to exceed $3M) is required, along with Performance and Payment Bonds.
- Labor Standards: Current Davis-Bacon wage rates apply to this project.
- Key Personnel: Requires a Project Manager, Superintendent, and Safety Supervisor with at least 10 years of experience on similar projects, and the Safety Supervisor must have a current Construction Safety Manager Certification (CSMC).
- Traffic Control: A pedestrian and traffic control plan, adhering to MUTCD standards, is mandatory.
