Quick Summary

The National Park Service (NPS), through its Washington Contracting Office, is soliciting proposals for the GWMP Memorial Avenue Irrigation Extension project. This effort involves installing an in-ground irrigation system and rehabilitating turf along Memorial Avenue in Arlington, VA. This is a Total Small Business Set-Aside. Proposals are due by March 30, 2026, at 1700 (hour).

Scope of Work

The project requires the removal of existing turf, installation of new in-ground irrigation for turf areas, and drip irrigation for holly hedges along the NPS-portion of Memorial Avenue, from the Arlington National Cemetery (ANC) property line to the Boundary Channel Bridge. Key requirements include:

  • Laying sod with a specific mix (95% Tall Fescue, 5% Kentucky Bluegrass).
  • The new irrigation system must tie into ANC's existing Hunter Landscape Irrigation system and be 100% compatible with Hunter brand components and controllers. A sole-source justification for Hunter brand components has been approved.
  • Boring under the on-ramp from Route 110 to Memorial Avenue is required for irrigation lines.
  • Work must accommodate sidewalks and two Metro plazas.
  • Implementation of a pedestrian and traffic control plan (MUTCD standards).
  • Provision of as-built plans, a utility survey, and investigation into running irrigation lines around specific plazas and ramps.
  • Key personnel requirements include a Project Manager, Superintendent, and Safety Supervisor, each with at least 10 years of experience on similar projects, and the Safety Supervisor requiring a current Construction Safety Manager Certification (CSMC).
