All materials must be delivered FOB Destination to Portland, ME 04103 no later than April 1, 2026. A critical requirement is that the material must be shipped in an environmentally controlled truck, maintaining temperatures between 75-90°F and relative humidity below 60% to prevent spoilage. Unique Item Identifiers (UID) are required for items with a unit acquisition cost of $5,000 or more.

Evaluation & Justification
The Naval Undersea Warfare Center Division Newport intends to award this as a sole-source to Wells Professional Consulting Services under FAR 13-106-1(b). The justification stems from the urgent need for these materials to support LVA installation on SSN 784 and SSN 787, which are already behind schedule.
