Key deliverables include a new 360-foot bulkhead, laydown areas, parking, and comprehensive utility installations (electrical, telecommunications, potable and fire protection water, sewer, compressed air, and stormwater management). Significant dredging is also required. The project incorporates brand-name specifications for critical components such as the Overwatch OW21-4VV pump system, a Kaeser compressed air system, RussellStoll SKWR12XG communications shore-tie receptacles, and Bender ISOMETER iso685 Line Insulation Monitors. Environmental considerations include a Marine Mammal Observation and Acoustic Monitoring Plan and Incidental Harassment Authorizations (IHAs).

A minimum of 20% small business participation is required, and large businesses must submit an Individual Subcontracting Plan. Offerors must be registered in SAM.gov.
