The Library requires contract support to ensure the viability of its IT systems through ongoing operation, maintenance, and upgrades aligned with vendor releases and off-the-shelf applications. The scope encompasses a heterogeneous IT environment, utilizing industry best practices for System Development Life Cycle (SDLC) and Project Management Life Cycle (PMLC).

Contract Details

  • Contract Type: Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ)
  • Set-Aside: Unrestricted (The Library of Congress, as a legislative branch agency, does not have authority for small business set-asides).
  • Contract Period: Base period from May 1, 2026, to April 30, 2031.
  • Minimum Amount: $10,000.00 per contract.
  • Maximum Aggregate Amount: $150,000,000.00 for all IDIQ contracts.
  • Individual Orders: Will be placed on a Firm Fixed Price (FFP), Labor Hour, or Time and Materials (T&M) basis.
  • Place of Performance: Primarily at various Library of Congress facilities in the Washington D.C. Metropolitan area, with potential for remote work.

Key Requirements & Initial Task Orders

The IDIQ covers a broad range of IT O&M services, including network, database, communications, collaboration, systems monitoring, endpoint device management, datacenter operations, cloud operations, operational support (e.g., Service Desk, technical writing), Independent Verification and Validation (IV&V), and IT-related customer education/training. Two initial task orders have been identified:

  • Data Network Support (FFP): Focuses on IP data network installation, configuration, maintenance, and management (OSI layers 1-3), including cabling, monitoring, and use of Cisco Prime/ServiceNow. Requires a Data Network Engineer.
  • Operational Support (Unix/Win/Storage) (FFP): Provides operational support for IT infrastructure projects, including Microsoft Windows Servers, Unix/Linux, Database administration, Messaging (Microsoft 365/Exchange Online), Network administration, Backup, and Virtual Infrastructure.

Submission & Evaluation

Proposals will be evaluated in two phases:

  • Phase One (Corporate Experience): Evaluated strictly on corporate experience. The deadline for Phase One was January 5, 2026. Advisory recommendation letters for Phase 1 were issued by March 9, 2026.
  • Phase Two (Technical Approach, Past Performance, Price): A "Best Value Trade-Off" competition. Offerors must respond sequentially to Section C paragraphs (C.3.1 for IDIQ, C.3.2 for Initial Order).
  • Past Performance: CPARS are not accepted; the J2 PPQ form must be submitted directly to the CO/CS.
  • Key Personnel: Names and titles required for IDIQ, resumes not needed for Phase II.
  • Subcontractor Experience: Requires separate and distinct examples for each proposed subcontractor.
  • Submission Method: Via email to the Contracting Officer and Contract Specialist, not through SAM.gov.
  • Pricing: Offerors must complete Attachment J1 (IDIQ Labor Categories and Pricing) and Attachment J5 (Initial Order Pricing Sheet).
