Contract Details
- Type: Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ). Task orders may be Firm Fixed Price (FFP), Labor Hour (LH), or Time and Materials (T&M).
- Period of Performance: A base period from May 1, 2026, to April 30, 2031. Initial task orders have specific base and option year periods extending to May 31, 2031.
- Value: Minimum $10,000 per contract, with a maximum aggregate ceiling of $150,000,000 for all IDIQ contracts.
- Place of Performance: Primarily on-site within the Washington DC Metropolitan area, with potential for remote work and travel to other Library of Congress facilities.
Submission & Evaluation
Proposals are evaluated in two phases:
- Phase One (Corporate Experience): Already completed (due January 5, 2026). This phase strictly evaluated corporate experience, requiring three projects for the prime and two additional for each subcontractor, with a two-page limit per project (including graphics).
- Phase Two (Technical Approach, Past Performance, Price): Offerors must respond sequentially to Section C paragraphs (C.3.1 for IDIQ, C.3.2 for Initial Order). Key personnel names and titles are required for the IDIQ, but resumes are not needed for Phase II. Travel expenses must be included in the FFP. The use of generative AI is prohibited without specific written authorization.
