The services will be provided at the Bureau of Reclamation's Central California Area Office complex in Folsom, CA, and the Nimbus Powerplant. The requirement is being solicited as a 100% Small Business set-aside.

• Provide HVAC repair services as needed.

• Respond to service calls within 48 business hours.

• Provide repair estimates within 24 hours of diagnosis.

• Complete all repairs to restore HVAC units to normal operation.

• Provide a minimum 30-calendar day warranty on all repairs.

• Furnish O&M manuals and technical data for new equipment within 5 business days of repair.

• Comply with all applicable federal, state, and local regulations, industry standards, and manufacturer instructions.

• Adhere to Reclamation Safety and Health Standards (RSHS), NEC/NFPA 70, and ASHRAE standards.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide HVAC repair services as needed for the Bureau of Reclamation's Central California Area Office (CCAO) complex, including Folsom Dam, Folsom Powerplant, Nimbus Powerplant, and associated facilities. This is necessary because Bureau of Reclamation plant mechanics lack the required EPA certifications for refrigerant handling.

• Service Calls: Respond to malfunctioning HVAC units within 48 hours of notification. Diagnose the problem and provide an estimate for repairs. Repairs may be completed during the same visit if parts are available.

• Repair Estimates: Provide a detailed repair proposal (labor, materials, equipment rental) within 24 hours after diagnosis for government approval.

• Repair Scheduling: Coordinate repair activities with the COR and complete repairs to restore HVAC units to normal operation.

• Refrigerant Charging: Provide technicians for acceptance testing of new HVAC systems, including system evacuation and charging with appropriate refrigerants.

• Manuals and Data: Provide O&M manuals and manufacturer warranty data for new or replaced equipment within 5 business days of repair completion.

• Respond to service calls within 48 hours (90% of the time).

• Provide cost estimates within 24 hours after diagnosis (90% of the time).

• Restore HVAC units to normal operation (90% of the time).

• No call-outs on repaired units within 30 calendar days (90% of the time).

• Provide required manuals and warranty data within 5 business days (100% of the time).

• All repairs are warrantied for a minimum of 30 calendar days.

• Period: 5 years or until the funding ceiling is reached.

• Location: CCAO complex at 7794 Folsom Dam Road, Folsom, CA 95630, and Nimbus Powerplant at 1901 Hazel Ave, Gold River, CA 95670. Also includes Nimbus Fish Hatchery and Sacramento State Aquatic Center facilities.

• Hours: Normal business hours (Mon-Fri, 7:00 am - 5:00 pm), except when Government facilities are closed. Specific hours and locations will be detailed in each BPA Call.

• Contractor must furnish all necessary materials.

• Repairs must comply with all applicable laws, regulations, codes, industry standards, and manufacturer instructions.

• Contractor must develop and implement a Quality Control Plan (QCP).

• Technicians must possess EPA certifications for refrigerant handling.
