Sources Sought Announcement

This is a Sources Sought Announcement for market research to identify potential sources capable of providing preventative and corrective maintenance on Delta/EnteliWEB software and the replacement of existing control components to integrate with the Delta Control Building Automation System at the Northern Arizona VA Healthcare System (NAVAHCS), Bob Stump VA Medical Center in Prescott, AZ. This announcement is not a solicitation and does not obligate the Government to award a contract.

The contractor will be responsible for:

• Providing service, preventative maintenance, and annual software renewal for Delta/EnteliWEB version updates.

• Resolving identified issues with the DELTA/EnteliWEB control system.

• Replacing existing control components to integrate into the existing Delta Controls Building Automation System (BAS).

• Providing necessary labor, materials, supplies, parts, software, tools, and equipment.

• Performing tasks including VFD replacement, programming, troubleshooting, and replacement of associated devices (actuators, sensors, UPS backups).

• Providing on-site training to VA personnel.

• Performing work in accordance with specifications, SOW, schedule, and all applicable regulations.

• Contract Duration: Base year plus 4 option years (5-year total period of performance).

• Maintenance: 2 monthly visits and 6 alternative visits per year (call-outs).

• VFD Replacement: Replacement of 4 VFDs per year.

• System Integration: Replacement of existing control components and integration into Delta Controls BAS.

• Specific Building Retrofits: Tasks include retrofits for Central Plant & B-Courtyard, Building 70, Building 107 (5th Floor), Building 160, and Building 162.

• Software: Updates to Delta Enterprise EnteliWEB Energy Management System.

• Warranty: Two-year warranty on parts and labor for specific tasks.

• Training: On-site training for VA personnel.

• Technical Expertise: Contractor must possess valid certification from Delta Technical Training Institute (TTI).

• Security: Adherence to Federal laws, VA Directives, and standards for information security and privacy.

The Department of Veterans Affairs (VA) Northern Arizona VA Healthcare System is seeking potential sources capable of providing preventative and corrective maintenance on Delta Controls/EnteliWEB control systems and replacing existing control components to integrate with the Delta Controls Building Automation System (BAS) at the Bob Stump VA Medical Center in Prescott, AZ.
