The Department of Veterans Affairs (VA), specifically the Network Contract Office 16, is soliciting proposals for Fire Alarm Service at the Veterans’ Health Care System of the Ozarks (VHSO) Main Campus and 24 outbuildings in Fayetteville, AR. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside for comprehensive maintenance, repair, and inspection of fire alarm and suppression systems. Scope of Work
The contractor will provide all management, supervision, labor, materials, equipment, and parts for the service, maintenance, and repair of various fire alarm and suppression systems. This includes wet-based and dry-based sprinkler systems, hydrants, fire pumps, and dry chemical (hood) systems. Services encompass scheduled and unscheduled repairs, emergency service, troubleshooting, ground fault repair, and annual, semi-annual, quarterly, and 5-year comprehensive inspections and testing. All work must comply with the latest editions of NFPA 25, 72, 13, 20, 291, 96, and Joint Commission requirements. Emergency services require an on-site response within 2 hours, with corrections or a contingency plan within 4 hours of arrival, 24/7/365. Disruptive work, including fire alarm testing, is expected to be performed outside regular business hours (0730-1600). The VA will furnish most replacement parts, except batteries and gauges. Exclusions include fire riser internal pipe inspection, complete fire pump/motor replacement, and sprinkler head replacement.

Eligibility & Submission
This acquisition is a total set-aside for Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Offerors must provide qualified service technicians/installers with relevant licenses, including a minimum of one Notifier Onyx Series factory-certified technician and at least one NICET Level II certified technician with 3-5 years of experience. Evaluation will be based on Technical certifications, Past Performance, and Price, with Technical and Past Performance being equally important and equal to Price. Offerors must acknowledge all amendments and use the revised Statement of Work and detailed line-item bid sheet. Past performance submissions require details on relevant projects in hospital/clinical environments, using Exhibits A, B, and C.
