This solicitation is for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for HVAC, air conditioning, refrigeration, and plumbing requirements for the Boise VA Medical Center (Boise VAMC) in Boise, Idaho. The contract will be for five years from the date of award. This is a full and open, unrestricted solicitation.

• Maintenance, repair, replacement, and/or demolition services for Plumbing Systems, HVAC-R Systems, Mechanical Systems, Electrical Systems, and Control Systems.

• Services may include ancillary construction.

• Specific services listed include drain, waste, and vent repair, compressed gas system maintenance, medical gas analysis, pipe insulation, sewer and storm drain clearing, grease trap cleaning, steam system testing, water balance, backflow device testing, plumbing fixture installation/replacement, HVAC ductwork repair, Direct Digital Controls (DDC) installation/repair, Variable Speed Drive repair, electrical system repair (generators, transformers, panels), and mechanical system repair (medical air/vacuum systems, air compressors).

• Facility support services such as carpentry, road repair, painting, housekeeping, sheet metal fabrication, concrete work, roofing, insulation, drywall, flooring, doors/windows, landscaping, and snow removal are also included.

• Prime contractor must hold current Plumbing and HVAC-R contractor licenses in Idaho.

• Prime contractor representative must respond to emergent needs within two hours.

• All work must comply with the latest Service Contract Labor Standards and Construction Wage Rate Requirements Act for Ada County, Idaho.

• All parts, materials, equipment, or software installed must be approved by the VA, be the most recent edition manufactured, and not be obsolete or legacy.

• Warranty of one year on all materials, equipment, software, and labor from the date they are brought online and made operational.

• Contract Type: Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC).

• Period of Performance: Five years from date of award.

• Task Orders will range from $2,500.00 to the simplified acquisition threshold.

• Required submittals include: Prime contractor's current plumbing and HVAC-R licenses in Idaho, a six-page narrative demonstrating experience and capacity, completed price book (Attachment A), signed SF1442, and all required representations and certifications.

• Evaluation Factors: Technical capability (weighted significantly more than price) and Price.

• Technical capability consists of three subfactors: Certifications (pass/fail), Emergency Call Out Narrative, and Past Performance.

• VA intends to make one award without discussions, but reserves the right to hold discussions.

• Full and open, unrestricted solicitation.

• No Site Visits will be held for this requirement; site visits will only be held at the Task Order level.
