This Full and Open (Unrestricted) opportunity covers comprehensive maintenance, repair, replacement, and demolition services for various facility systems. Proposals are due by June 1st, 2026, at 10:00 AM PDT.

Scope of Work

The contract encompasses maintenance, repair, replacement, and/or demolition of Plumbing, HVAC-R, Mechanical, Electrical, and Control Systems. This includes ancillary construction and facility support services such as carpentry, road repair, painting, housekeeping, sheet metal fabrication, concrete work, roofing, insulation, drywall, flooring, doors/windows, landscaping, and snow removal. Specific services range from drain repair and medical gas analysis to DDC installation/repair and electrical system maintenance.

Key Requirements

The prime contractor must possess and provide evidence of current, valid Plumbing and HVAC-R contractor licenses in the State of Idaho at the time of proposal submission. A prime contractor representative must be able to respond on-site at the Boise VA Medical Center within two (2) hours for any emergent need. All work must comply with the Buy American Act, and the latest Service Contract Labor Standards and Construction Wage Rate Requirements Act for Ada County, Idaho. A one-year warranty is required on all materials, equipment, software, and labor.

Contract Details

This is a Firm Fixed Price IDIQ Single Award Task Order Contract (SATOC) with a period of performance of five years from the date of award. It is issued under NAICS Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19 million. The solicitation is Full and Open (Unrestricted). Submission & Evaluation

Proposals are due no later than 10:00 AM PDT on June 1st, 2026, and must be submitted via email to Alan.Perez@va.gov and Helen.Woods@va.gov. Required submittals include current Idaho Plumbing and HVAC-R licenses, a six-page narrative demonstrating experience and capacity, a completed price book (Attachment A), signed SF1442, and all required representations and certifications. Questions were due by May 11th, 2026.
