Scope of Work
The contract requires comprehensive annual maintenance, cleaning, testing, and regulatory compliance for Underground Storage Tank (UST) and Aboveground Storage Tank (AST) systems. Key services include:
- Fuel polishing, inspection, and testing.
- Fuel treatment using commercially available biocide/algaecide and stabilizer products.
- Annual containment sump, spill bucket, and secondary containment integrity testing.
- Annual cathodic protection testing for Gainesville USTs.
- Automatic Tank Gauge (ATG) inspection and testing.
- Waste handling and disposal in compliance with environmental regulations.
- Repairs are explicitly excluded from the base scope; deficiencies will be reported to the COR for separate handling.
- Test results must be reported within 10 business days of sampling.
Contract Details
- Contract Type: Firm-Fixed-Price (FFP)
- Period of Performance: One (1) base year with four (4) one-year option periods, totaling a potential five years.
- Set-Aside: Exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Offerors must be SBA-verified and registered in SAM.gov.
- Submission: Offers must be emailed to John.Shultzaberger@va.gov by the deadline.
- CLIN Structure: Offerors must NOT provide pricing for removed CLINs 0012, 1012, 2012, 3012, and 4012 (related to ATG System Inspection & Testing at Lake City). Pricing should be based on the revised CLIN structure in Section B.3.
- Proposal Requirement: Proposals must address the entire scope of work; partial proposals will not be accepted. Subcontracting or teaming is permitted to meet all requirements.
Evaluation Criteria
Award will be made to the responsible Offeror whose proposal represents the best value to the Government. Evaluation will consider Technical Capability, Past Performance, and Price, with Technical Capability and Past Performance being more important than Price.
Important Notes
A detailed tank inventory has been added to the solicitation via amendment. A site visit was scheduled for April 24, 2026, at Gainesville and Lake City VAMCs, which was encouraged but not mandatory. All other terms and conditions of the original solicitation remain unchanged, except as modified by the amendments.
