Solicitation / RFP / RFQ

This is a notice of intent to solicit and negotiate a contract for system sustainment support services for the Digital Receivers (DDRx) for the Relocatable Over-the-Horizon Radar (ROTHR) System. The services are required for locations in Texas, Virginia, and Puerto Rico.

• Repair and engineering support services for the DDRx System.

• Maintenance, technical support, software support, Risk Management Framework (RMF) support.

• Asset retrograde repair and return process.

• The contract is anticipated to be a C-type contract with Firm Fixed Priced (FFP) and Cost Plus Fixed Fee (CPFF) line items.

• The applicable NAICS code is 811210 and the FSC is J059.

• This notice is NOT a request for competitive proposals.

• The Government intends to negotiate with only one source, BAE Australia, under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as BAE's digital receiver technology is proprietary.

• Interested parties may identify their capability to respond by sending challenges to Lauren Lauver at lauren.a.lauver.civ@us.navy.mil by the specified response date.

• This action is being pursued on a sole source basis due to proprietary technology and Memorandums of Understanding (MOUs) with Australia.

• The requirement is for sustainment services for DDRx systems, which were previously fielded by BAE Australia.

• The fully approved Justification and Approval will be posted at the time of solicitation.
