Quick Summary
The Department of the Navy / NAVSUP Fleet Logistics Center Norfolk intends to award a sole source contract to BAE Australia for sustainment support services for the Digital Receivers (DDRx) of the Relocatable Over-the-Horizon Radar (ROTHR) System. This action is justified by the proprietary nature of BAE Australia's DDRx technology and existing Memoranda of Understanding with the Australian Government. Services are required for ROTHR systems located in Texas, Virginia, and Puerto Rico. Interested parties who believe they can meet this requirement must submit a challenge by June 6, 2026, at 2:00 PM ET.
Scope of Work
The contract will cover comprehensive sustainment services for the DDRx System, which is a critical component of the ROTHR system used for wide-area surveillance and drug interdiction. Key services include:
- Repair and engineering support.
- Maintenance and technical support.
- Software support.
- Risk Management Framework (RMF) support.
- Asset retrograde repair and return processes.

Justification & Evaluation
The Government intends to negotiate with BAE Australia as the sole source provider under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1. This decision is based on:
- Proprietary Technology: BAE Australia's digital receiver technology is proprietary, and they are the original equipment manufacturer (OEM) of the DDRx systems currently fielded.
- International Agreements: Existing Memoranda of Understanding (MOUs) with the Australian Government prevent other contractors from performing these sustainment services.
- Market Research: Previous market research, including demonstrations and sources sought notices (N00189-26-R-B001), did not identify any other viable sources capable of meeting the requirement.
This notice is not a request for competitive proposals. However, interested parties who believe they can provide the required services are encouraged to identify their capabilities to challenge the sole source determination.
