Amendment / Modification

This amendment modifies the solicitation for CLIN 0006, Microwave.

• Section B - Supplies or Services & Prices or Costs: The description for CLIN 0006 has been updated.

• The technical requirements for CLIN 0006 have been revised. Bidders should review the updated specifications for the microwave oven, which now include steam convection functionality, a larger capacity (26 liters or greater), advanced sensors for automatic cooking, and revised dimensional requirements. The instructions for submitting manufacturer's specification sheets remain the same.

Amendment / Modification

This amendment rescinds Amendment 0001 in its entirety and provides final clarification on the dryer door configuration for CLIN 0003. The government is clarifying its preference and minimum acceptable requirement for the dryer door.

• Section B - Supplies or Services & Prices or Costs, specifically CLIN 0003.

• The "Key Features & Functions: Door Configuration" within the salient characteristics for CLIN 0003 has been amended.

• The government's preference is for a right-side opening configuration (handle on the left, hinges on the right).

• As a minimum requirement, the offered product's door must be field-reversible. Quotes for products delivered with a standard left-opening configuration are acceptable if they are field-reversible and include conversion instructions.

This amendment clarifies the door configuration requirement for CLIN 0003, Electric Dryer. The "Door Configuration" salient characteristic has been updated to specify that the dryer door must be delivered in a right-side opening configuration (handle on the left, hinges on the right). A product that is field-reversible is acceptable, but the final configuration upon delivery must be right-opening.

All other terms, conditions, and specifications of the solicitation remain unchanged. Bidders should ensure their proposed product for CLIN 0003 meets this updated door configuration requirement.

Solicitation / RFP / RFQ

This solicitation is for the procurement of Japanese Domestic Market (JDM) residential appliances for Naval Air Facility (NAF) Atsugi Family and Single Sailor Program Housing. The acquisition is restricted to sources authorized to operate and do business in Japan.

The solicitation includes six line items (CLINs) for various appliances:

• CLIN 0001: 60 Electric Washers (5 Kg Capacity) for Unaccompanied Housing and Single Sailor Program Loaner Appliances.
• CLIN 0002: 15 Electric Washers (8 Kg Capacity) for Off-Base Housing Furnishing Inventory Items.
• CLIN 0003: 60 Electric Dryers (5 Kg Capacity) for Unaccompanied Housing and Single Sailor Program Loaner Appliances.
• CLIN 0004: 75 Dryer Stands for Unaccompanied Housing and Single Sailor Program Loaner Appliances.
• CLIN 0005: 35 Refrigerators (3-Compartment) for Unaccompanied Housing and Single Sailor Program Loaner Appliances.
• CLIN 0006: 15 Combination Microwave Ovens for Off-Base Housing Furnishing Inventory Items.

All offered products must meet or exceed detailed salient characteristics, including specific power, capacity, features, dimensions, and system compatibility requirements. Technical information, including manufacturer's name, part number, and specification sheets, is mandatory for technical acceptability.

• Contract Type: Firm Fixed Price.

• Period of Performance: Delivery is within 75 Calendar Days from the date of lead time event to the date of latest delivery.

• Quotation Submission Deadline: Monday, 6 April 2026, 11:00 AM Japan Standard Time.

• Submission Method: Via email to jon.r.miller17.ln@us.navy.mil.

• Evaluation Criteria: Award will be made on an "All or None" basis to the single vendor submitting the lowest-priced, technically acceptable quote. Technical acceptability requires meeting all salient characteristics. Responsibility will be determined in accordance with FAR Part 9.1.

• This acquisition is unrestricted.

• Quoters must be authorized to operate and do business in Japan.

• DFARS provision 252.225-7035 (Buy American--Free Trade Agreements--Balance of Payments Program Certificate, Alternate I) applies, giving preference to U.S.-made and qualifying country end products.

• Quoters must provide manufacturer's specification sheets for the exact model quoted.

• The contract is exempt from Japanese Consumption Tax.

• Payment will be made via Electronic Funds Transfer (EFT) through the Wide Area WorkFlow (WAWF) system.
