Quick Summary

The Department of the Army has issued a Request for Prototype Proposal (RPP) under Other Transaction Authority (OTA) for the Joint Base Lewis-McChord (JBLM) FORGE I Facilities Modernization Program. This initiative seeks innovative solutions to enhance JBLM's infrastructure and operational capabilities across 19 projects. Proposals are due May 20, 2026, at 2:00 PM EDT.

Purpose & Scope

The JBLM FORGE I program aims to modernize the base by addressing aging facilities, improving operational efficiency, and supporting service members. Operating under 10 U.S.C. § 2808a, this RPP is a pilot program designed to demonstrate significant time and cost savings through innovative construction techniques and technologies. The program encompasses 19 projects, including:

  • Infrastructure Upgrades: Renovation and construction of barracks, training facilities, administrative buildings, and maintenance shops.
  • Sustainability Initiatives: Incorporation of energy-efficient systems and water conservation.
  • Enhanced Training Facilities: Development of advanced training environments like a dedicated Unmanned Aerial Systems (UAS) Training Site and Soldier Performance Readiness Centers (SPRCs).
  • Airfield Modernization: Repairs to Taxiways H and D, runway grooving, and replacement of airfield lighting systems.
  • Security & Utilities: Installation of SCIF-in-a-Box systems, security fence construction, and new emergency backup generators for critical facilities.

Contract Details

This is an Other Transaction Authority (OTA) agreement, not a Federal Acquisition Regulation (FAR) contract, allowing for flexible arrangements. Approximately $235 Million is intended for this effort. A single award is anticipated, though multiple awards are possible if no single offeror can cover the entire scope. The period of performance is not to exceed 60 months. Non-competitive follow-on agreements are anticipated under 10 U.S.C. § 2808a if the initial prototype project is successful. Firm-Fixed-Price (FFP) is the contemplated contract type.
