Quick Summary

The Federal Bureau of Investigation (FBI) is soliciting proposals for a single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for latex and nitrile laboratory gloves. This requirement is a Total Small Business Set-Aside to support the FBI Laboratory Division in Quantico, VA, and Redstone Arsenal, AL. Proposals are due by Wednesday, May 20, 2026, at 5:00 PM EST.

Scope of Work & Requirements

The FBI seeks powder-free latex and nitrile examination gloves in various sizes (X-Small to XX-Large) and colors (Natural for latex; Black and Light Shade for nitrile). Gloves must comply with ASTM D3578 (Latex) and ASTM D6319 (Nitrile) standards, with a minimum tensile strength of 18 MPa. Specific physical characteristics include dimensions, elongation, and protein levels. Gloves must have a powder-free, chlorinated, polymer-coated interior and a fully textured exterior.

Nitrile gloves must meet Trade Agreements Act (TAA) compliance requirements, while TAA compliance is no longer required for latex gloves. All products must be new, sourced from an authorized reseller, and have at least 12 months of shelf life upon delivery. Deliveries are required within 5-7 days after receipt of order (ARO), FOB Destination.

Contract Details

This is a Firm Fixed Price (FFP), IDIQ contract with a period of performance consisting of one (1) base year, four (4) one-year option periods, and a possible six (6) month extension. The estimated maximum contract value is $450,000 over its life, with a minimum order quantity of $1,000.

Submission & Evaluation

Proposals must be submitted via email to LRCALVERT@FBI.GOV by the deadline. Questions regarding the solicitation are due by Friday, May 15, 2026, at 12:00 PM EST, using the provided "Offeror Question Submission" template (Attachment 3). Proposals must include Volume 1 (Contractual Documents/Technical Proposal) and Volume 2 (Product Pricing Matrix), utilizing the "Updated Product Pricing Matrix" (Attachment 2.1). Award will be made on a Lowest Price Technically Acceptable (LPTA) basis, on an all-or-none basis. Offerors must be registered in SAM.gov with an active status.

Amendments & Clarifications

Multiple amendments have updated the solicitation. Key changes include the extension of the response period, removal of Buy American compliance requirements, and clarification on TAA compliance (required for nitrile, not for latex). The minimum tensile strength was clarified to 18 MPa.
